Meeting Minutes
1. Roll Call
City Clerk Sonia Grace conducted the roll call. Present were Council President Bob Ferri, Councilman Hugo Figueroa, Councilwoman Stephanie Gonzalez, Councilwoman Ann Racquier, Councilwoman Tia Ristaino-Siegel and Councilman Ken Vaudreuil. Councilwoman Carlene Fonseca was absent. Quorum was present.
A moment of silence was observed for service men and women who served in the military.
2. Pledge of Allegiance
Pledge of Allegiance was led by Council President Ferri.

b. Ordinance Pertaining to the Salaries of Department Heads and Others in Unclassified Service (Ferri)
c. Ordinance Amending the Wage Schedule Generally (Ferri)

Councilwoman Fonseca entered the meeting at 6:52pm
4. Annual Operating Budget Ordinance-General Fund- First Reading and Consideration (Ferri)
Motion to approve the ordinance was made Councilwoman Gonzalez seconded by Councilwoman Ristaino-Siegel
Councilwoman Gonzalez rescinded her motion.
Motion to substitute ordinance with Substitute A was made by Councilwoman Ristaino-Siegel, seconded Councilwoman Racquier.
Roll call vote: Councilman Ferri: yes; Councilman Figueroa: yes; Councilwoman Fonseca: yes; Councilwoman Gonzalez: yes; Councilwoman Racquier: yes; Councilwoman Ristaino-Siegel: yes; Councilman Vaudreuil: yes; Motion carried 7-0
Motion to approve sub A by Councilwoman Ristaino-Siegel, seconded by Councilwoman Racquier.
Andy Andujar, Len Morganis and Cynthia Dejesus answered questions from the council.

5. Ordinance Pertaining to the Salaries of Department Heads and Others in Unclassified Service- First Reading and Consideration (Ferri)
Motion to substitute ordinance with Sub B was made by Councilwoman Ristaino-Siegel, seconded by Councilman Vaudreuil.
Director DeJesus reviewed all changes.

6. Ordinance Amending the Wage Schedule Generally- First Reading and Consideration (Ferri)
Motion to approve was made by Councilwoman Fonseca, seconded by Councilwoman Gonzalez. Motion to approve was made by Councilwoman Gonzalez, seconded by Councilwoman Ristaino-Siegel.
Len Morganis answered questions from the council.

8. Point of order.
Councilwoman Ristaino-Siegel stated that she sits on the Library Board and she would like to recuse herself from the original vote for the Operating Budget Ordinance. Councilwoman Racquier also requested to be recused from the original vote.
Motion to adjourn was made by Councilwoman Ristaino-Siegel, seconded by Councilwoman Gonzalez. Meeting adjourned at 7:50pm.
