Meeting Minutes

 

 

Council President Robert Ferri called the Central Falls City Council meeting to order at 6:00 pm at the Central Falls Council Chambers.

 

1.       Roll Call

Roll call was conducted by City Clerk, Sonia Grace. Present were Council President Bob Ferri, Councilman Hugo Figueroa, Councilwoman, Councilwoman Fonseca, Stephanie Gonzalez, Councilwoman Ann Racquier, Councilwoman Tia Ristaino-Siegel and Councilman Ken Vaudreuil.

 

2.      Pledge of Allegiance

 

Motion to move item 9 to item 5B was made by Councilman Vaudreuil, seconded by Councilwoman Gonzalez. Motion carried 7-0

 

3.      Public Comment

-Joshua Giraldo, director of the Department of Parks & Recreation, spoke about three events occurring in the summer: the Central Falls Ralph J. Holden basketball league the Cyclovia & fitness event and the Summer Food Service Program.

 

4.      Receipt of Department Financial Reports

a.      City Clerk Department- Report for month of May 2015: Distribution Report

b.      Department of Code Enforcement- Report for month of May 2015:Building Division Permits Issued, Complaints Report

c.       Finance Department- April 2015 Revenue, May 2015 Expense, Capital Improvement Fund.

d.      Police Department- Report for month of May 2015

Councilors asked questions of Director of the Finance Department, Cynthia Dejesus and of Captain Dorian Rave  of the Central Falls Police Department.

Motion to accept reports and place on file was made by Councilwoman Gonzalez, and seconded by Councilwoman Fonseca and Councilwoman Ristaino-Siegel. Motion carried 7-0.

Bob Battey spoke in regards to abatements and explained process for submit and approve tax abatements.

Motion to approve the tax abatements was made by ***, seconded by ***. Motion carried 7-0.

 

b.      Consideration of Release and Conditional Termination of Reverter Condition by the City of Central Falls in regards to property located at Assessor's Plat 6, Lot 324.

Emmanuel Castillo was present to speak about the termination of the lease of the lot the business purchased from the city.

Motion to approve was made by Councilwoman Gonzalez, seconded by Councilwoman Ristaino-Siegel. Roll call vote: Councilman Ferri: yes; Councilman Figueroa: yes; Councilwoman Fonseca: yes; Councilwoman Gonzalez: yes; Councilwoman Racquier: yes; Councilwoman Ristaino-Siegel: yes; Councilman Vaudreuil: yes. Motion carried 7-0.

Gabriel Martinez was present and spoke about the event

Motion to approve was made by Councilwoman Racquier, seconded by Councilwoman Racquier

Colombian Independence Celebration: June 27, 2015 and July 11, 2015

Jovanni Tavares was present and spoke about the event.  Hours are 5pm to 11pm

Motion to approve was made by Councilwoman Gonzalez, seconded by Councilwoman Fonseca.

Motion carried 7-0

 

c.       Iglesia Pentacostal 2nd Corinthians 5:37

Religious Service: June 5, 2015, 6-8:30pm

Discussion regarding date of event that preceded the council meeting.

 

d.      Lleras Grille

Anniversary Celebration: June 14, 2015, 12pm-6pm

Sandra Cano was present speaking in regards the event they would like to have.

Motion to approve was made by Councilwoman Gonzalez, seconded by Councilman Figueroa and Councilwoman Ristaino-Siegel

Oscar Gomez was present.

City solicitor requested that the council to approve the license pending lease agreement to be developed by the Law department.

Motion to approve was made by Councilwoman Gonzalez, and seconded by Councilwoman Racquier. Motion carried 7-0

Councilwoman Gonzalez amended her initial approval to approve license subject completion of work with Law Department. Motion was made by Councilwoman Gonzalez, seconded by Councilman Vaudreuil, Councilwoman Racquier. Motion carried 7-0

Motion to approve was made by Councilman Figueroa, and seconded by Councilwoman Racquier. Motion carried 7-0

Attorney Joseph Lamagna and Ms. Maria Lamas were present to speak on behalf of the business. Attorney Lamagna described the improvements made to date and requested that the Council reinstate the license of Good Friends, Inc. due to compliance and camera system

Captain Dorian Rave, of the Central Falls Police Department reported that there were no incidents during the time of the sanction. Captain Rave also answered questions from the Council.

Motion to re-establish hours to original hours was made by Councilman Vaudreuil, and seconded by Councilwoman Racquier. Motion carried 7-0

9.      Consideration of Claims

a.      Executive Session pursuant to R.I.G.L § 42-46-5 (a)(2), pertaining to collective bargaining or litigation, or work sessions pertaining to collective bargaining or litigation.

 

b.      Leona L. Lafreniere of 15 Echo St., Central Falls, for alleged damages to personal property on November 17, 2014.

Motion to table, Councilwoman Racquier, seconded by Councilwoman Ristaino-Siegel.

Motion carried 7-0.

 

10.   Good & Welfare from City Councilors- updates, announcements, reports from councilors in regards to community liaisons and events

 

Councilman Ferri spoke about the painting red, white and blue stripes on Broad Street in front of Jenks Park for celebration of the Fourth of July holiday.

 

Councilwoman Ristaino-Siegel, announced that on July 11, 2015 Charles Street will be closed for the Wakefield Concert Band that will be playing patriotic songs, in honor of the Veterans.

 

Councilman Figueroa announced that Veterans Memorial Elementary school host an end of the school year celebration. Donations for this event would be accepted at the school.

 

Councilwoman Gonzalez announced that On June 17, 2015 a farewell celebration would be held for Dr. Gallo and welcome back ceremony for Victor Capellan.

 

Councilwoman Fonseca announced that on June 19, 2015 the Cape Verdean 1st annual Heritage dinner fundraiser would be held at Knights of Columbus from 7pm to 1am
