Meeting Minutes

 

 

            Meeting was called to order at the Central Falls City Council chambers at 6:01pm.

 

1.       Roll Call

City Clerk Sonia Grace conducted the roll call. Present were Council President Bob Ferri, Councilman Hugo Figueroa, Councilwoman Fonseca, Councilwoman Stephanie Gonzalez, Councilwoman Ann Racquier, Councilwoman Tia Ristaino-Siegel and Councilman Ken Vaudreuil. Quorum was present.

 

2.      Pledge of Allegiance

 

  1. Public Hearing on Fiscal Year 2016 Budget Ordinances

 

a.      Annual Operating Budget Ordinance-General Fund (Ferri)

 

b.      Ordinance Pertaining to the Salaries of Department Heads and Others in Unclassified Service (Ferri)

 

c.       Ordinance Amending the Wage Schedule Generally (Ferri)

 

d.      The Annual Capital Program and Capital Budget Ordinance (Ferri)

 

Public Hearing:

-Edna Poulin, 68 Notre Dame St.- spoke about various accounts.

-Thomas Lazieh, 1072 Lonsdale Ave.- spoke about current budget, proposed budget, tax liabilities, and tax increases.

-Len Morganis, Administration and Finance Officer for the City, clarified that the comment about the tax increase was not a recommendation.

-Representative James McLaughlin spoke about the $3.2 million owed to the state by the city and about bill for charter schools.  Rep. McLaughlin answered questions from the council.

 

4.      Annual Operating Budget Ordinance-General Fund- Second Reading and Consideration (Ferri)

Director Cynthia DeJesus spoke about amendment.

Motion to amend the ordinance was made by Councilwoman Ristaino-Siegel, seconded by Councilwoman Racquier.

Discussion with Director Cynthia DeJesus pertaining to amendment.

Roll call vote: Roll call vote: Councilman Robert Ferri: yes; Councilman Hugo Figueroa: yes; Councilwoman Fonseca: yes; Councilwoman Stephanie Gonzalez: yes; Councilwoman Ann Racquier: yes; Councilwoman Tia Ristaino-Siegel: yes; Councilman Vaudreuil: yes. Motion carried 7-0.

 

Motion to approve the ordinance as amended was made by Councilwoman Ristaino-Siegel, seconded by Councilwoman Fonseca and Councilwoman Fonseca.

Discussion with Director Cynthia DeJesus and Mr. Len Morganis pertaining to the ordinance.

Roll call vote: Councilman Robert Ferri: yes; Councilman Hugo Figueroa: yes; Councilwoman Fonseca: yes; Councilwoman Stephanie Gonzalez: yes; Councilwoman Ann Racquier: yes; Councilwoman Tia Ristaino-Siegel: no; Councilman Vaudreuil: yes. Motion carried 6-1.

 

5.      Ordinance Pertaining to the Salaries of Department Heads and Others in Unclassified Service- Second Reading and Consideration (Ferri)

Motion to approve the ordinance was made by Councilwoman Ristaino-Siegel, seconded by Councilwoman Gonzalez.

Roll call vote: Roll call vote: Councilman Robert Ferri: yes; Councilman Hugo Figueroa: yes; Councilwoman Fonseca: yes; Councilwoman Stephanie Gonzalez: yes; Councilwoman Ann Racquier: yes; Councilwoman Tia Ristaino-Siegel: yes; Councilman Vaudreuil: yes. Motion carried 7-0.

 

6.      Ordinance Amending the Wage Schedule Generally- Second Reading and Consideration (Ferri)

Motion to approve the ordinance was made by Councilwoman Gonzalez, seconded by Councilwoman Ristaino-Siegel.

Roll call vote: Roll call vote: Councilman Robert Ferri: yes; Councilman Hugo Figueroa: yes; Councilwoman Fonseca: yes; Councilwoman Stephanie Gonzalez: yes; Councilwoman Ann Racquier: yes; Councilwoman Tia Ristaino-Siegel: yes; Councilman Vaudreuil: yes. Motion carried 7-0.

 

7.      The Annual Capital Program and Capital Budget Ordinance- Second Reading and Consideration (Ferri)

Motion to approve the ordinance was made by Councilwoman Ristaino-Siegel, seconded by Councilman Figueroa.

Roll call vote: Roll call vote: Councilman Robert Ferri: yes; Councilman Hugo Figueroa: yes; Councilwoman Fonseca: yes; Councilwoman Stephanie Gonzalez: yes; Councilwoman Ann Racquier: yes; Councilwoman Tia Ristaino-Siegel: yes; Councilman Vaudreuil: yes. Motion carried 7-0.

 

  1. Adjournment

Motion to adjourn was made by Councilwoman Ristaino-Siegel, seconded by Councilwoman Racquier.
