Council President Robert Ferri called the Central Falls City Council meeting to order at 6:02pm at the Central Falls Council Chambers.
Roll call was conducted by City Clerk, Sonia Grace. Present were Councilors Robert Ferri, Hugo Figueroa, Tammi Johnson, Shelby Maldonado, Ann Racquier, and Tia Ristaino-Siegel. Councilwoman Stephanie Gonzalez was absent.
Pledge of Allegiance was led by Council President Robert Ferri.
Thomas Lazieh, 1072 Lonsdale Ave. Mr. Lazieh asked questions regarding parking on School St. a timeline for the paving of Dexter St. and requested information regarding ordinances, meeting agendas and department reports.
Jean Morris, 30 Washington St.- Ms. Morris spoke about the rides given to senior citizens and the short notice they are given; congratulated the city on the a job well done paving the streets but shared her concern with some cracks on sidewalks.

Colonel Mendonca, Chief of the Police Department, spoke on the matter and explained the timeline of the legal proceedings pertaining to Ms. Silva Soulage the previous business owner.
Motion to continue the application of Ms. Juliette Soulage until all legal matters are resolved was made by Councilwoman Ristaino-Siegel, seconded by Councilwoman Racquier. Motion carried 6-0.
Mr. Hazard answered questions from the Council.
Colonel Mendonca, Chief of the Police Department, spoke on the matter and clarified that this license does not grant Mr. Hazard permission to conduct fights in his gym.
Motion to approve the application of Kenneth Hazard was made by Councilwoman Ristaino-Siegel seconded by Councilwoman Johnson. Motion carried 6-0.
Motion to approve the application of Bellaria, LLC was made by Councilman Figueroa seconded by Councilwoman Maldonado. Motion carried 6-0.

Halloween in the Park: Jenks Park; Friday, October 31, 2014, 4-8 P.M.
Councilwoman Ristaino-Siegel recused from participating in the discussion and from voting.
Mr. Joshua Giraldo, Director of the Department of Parks & Recreation was present to speak on behalf of this event application.
Colonel Mendonca, Chief of the Police Department and Chief Robert Bradley of the Fire Department both spoke in support of this event.
Motion to approve was made by Councilwoman Johnson, seconded by Councilwoman Maldonado and Councilman Figueroa. Motion carried 5-0.

Mr. Bob Battey, Tax Assessor, spoke on this matter and explained the nature of the tax abatements.
Motion to approve the abatements was made by Councilwoman Johnson, seconded by Councilwomen Ristaino-Siegel and Racquier. Motion carried 6-0.
Representatives from Blessing Land Church addressed the Council with various questions pertaining to their abatement. They were referred to meet with the Director of Finance to clarify any issues regarding their taxes and with the Fire Chief and Director of Code Enforcement regarding their building.

Councilors asked questions of various directors pertaining to their monthly reports.
Reports were received and placed on file.
Councilwoman Maldonado explained the proposed changes to the Ordinance regulating animals in the city of Central Falls as they were proposed in the ordinance. Councilwoman Maldonado, Colonel James Mendonca and City Solicitor Jerzyk answered questions from the Council.
Public Hearing: Thomas Lazieh, 1072 Lonsdale Ave.: requested a copy of ordinance.
Motion to approve the ordinance was made by Councilwoman Ristaino-Siegel, seconded by Councilwoman Racquier. Motion carried 6-0.
Motion to approve approve the minutes was made by Councilwoman Johnson, seconded by Councilwoman Ristaino-Siegel and Councilman Figueroa.
Councilwoman Ristaino-Siegel requested revisions to the minutes of September 8, item number 12 and minutes of September 29, items number 5 and 8.
Motion carried 6-0.
Councilman Ferri invited the public to visit the Coutu Park where a new brick walkway has been installed.
Councilwoman Maldonado invited the Council and the public to an event being hosted by Fuerza Laboral at the Madeira Club on October 24.
Motion to adjourn was made by Councilwoman Ristaino-Siegel, seconded by Councilwoman Racquier.
