Council President Robert Ferri called the Central Falls City Council meeting to order at 7:13pm at the Central Falls Council Chambers.

 

1.       Roll Call

Roll call was conducted by City Clerk, Sonia Grace. Present were Councilors Robert Ferri, Hugo Figueroa, Stephanie Gonzalez, Tammi Johnson, Shelby Maldonado, Ann Racquier, and Tia Ristaino-Siegel.

 

2.      Pledge of Allegiance

Pledge of Allegiance was led by Council President Robert Ferri.

 

3.      Public Comment

Mr. Thomas Lazieh, 1072 Lonsdale Ave.- asked several questions of the council pertaining to Osram Sylvania, paving of Dexter St., the cannons at the library. He also congratulated Councilwoman Maldonado.

 

Ms. Edna Poulin, 68 Notre Dame St.- requested that the trash cans be covered after trash collection to avoid collection of water in them.

Mr. Bob Battey, tax assessor and Ms. Cynthia DeJesus, finance director, spoke on the matter and explained the abatements following questions from the council.

Motion to approve the abatements was made by Councilwoman Ristaino-Siegel, seconded by Councilwoman Racquier. Motion carried 7-0.

 

 

5.      Receipt of department reports

a.      City Clerk Department- Report for month of October 2014: Distribution Report

b.      Department of Code Enforcement- Report for month of October 2014:Building Division Permits Issued, Complaints Report

c.       Department of Planning & Economic Development- Report for the month of October 2014

d.      Department of Public Works- Report for month of October 2014: Department Activity Report

e.      Finance Department- September 2014 Revenue, October 2014 Expenditure and October 2014 Capital Improvement

f.        Fire Department- Report for month of October 2014: Training & Education, Incidents by Time & Day

g.      Human Resources Department- Report for the month of October 2014

h.      Law Department- Report for month of October 2014: Monthly Council Report

i.        Parks & Recreation- Report for the month of October 2014

j.        Police Department- Report for month of October  2014: Monthly Council Report

 

Ms. Elaine Partridge, director of the Department of Public Works and Code Enforcement, responded to questions pertaining to trash collection.

Council asked questions of several directors and the reports submitted.

Motion to approve was made by Councilwoman Johnson, seconded by Councilwoman Racquier. Motion carried 7-0.

 

6.      Memorandum of Understanding for Human Resources and Information Technology services between the City of Central Falls and the Central Falls School District

Mr. Andy Andujar, Chief of Staff, spoke on the matter.

Motion to discuss was made by Councilwoman Gonzalez, seconded by Councilwoman Johnson.

Council asked questions of Mr. Andujar and of Solicitor Jerzyk pertaining to the terms of the agreement.

Motion to accept the Memorandum of Understanding was made by Councilwoman Johnson, seconded by Councilman Figueroa. Roll call vote: Councilman Robert Ferri: yes; Councilman Figueroa: yes; Councilwoman Stephanie Gonzalez: recuse; Councilwoman Tammi Johnson: yes; Councilwoman Shelby Maldonado: yes; Councilwoman Ann Racquier: yes; Councilwoman Tia Ristaino-Siegel: yes. Motion carried 6-0.

 

7.      Consideration of Petition for License- New applications, transfer of licenses and 2015 License Renewals- See attached list.

Motion to approve the application of Cores Unlimited was made by Councilwoman Gonzalez, seconded by Councilwoman Maldonado. Motion carried 7-0.

 

Motion to approve the application The Threading Place was made by Councilwoman Gonzalez, seconded by Councilwoman Ristaino-Siegel. Motion 7-0.

 

Motion to approve the application of Saru’s Boutique was made by Councilwoman Gonzalez, seconded by Councilwoman Ristaino-Siegel. Motion 7-0.

 

Motion to approve the application of Tripleta Vite was made by Councilman Figueroa, seconded by Councilwoman Ristaino-Siegel. Motion carried 7-0.

 

Motion to approve the renewal license application of 2015 as presented on the attached list, with the exception of Benjamin’s III, Restaurant Delis, Hacker’s Pub, Lima’s Place and The Blue Heron was made by Councilwoman Gonzalez, seconded by Councilwoman Ristaino-Siegel. Roll call vote: Councilman Robert Ferri: yes; Councilman Figueroa: yes; Councilwoman Stephanie Gonzalez; yes; Councilwoman Tammi Johnson: yes; Councilwoman Shelby Maldonado: yes; Councilwoman Ann Racquier: yes; Councilwoman Tia Ristaino-Siegel: yes. Motion carried 7-0.

 

8.      Resolution of the Central Falls City Council celebrating the accomplishments of Sandra Moreau, the first female councilor in Central Falls (Ferri)

Motion to table the resolution was made by Councilwoman Ristaino-Siegel, seconded by Councilwoman Racquier. Motion carried 7-0.

 

9.      Resolution of the Central Falls City Council declaring November 19-November 22, 2014 as Adoption Days in Central Falls (Ferri)

Motion to approve the resolution was made by Councilwoman Gonzalez, seconded by Councilwoman Maldonado. Motion carried 7-0.

 

10.   Resolution of the Central Falls City Council honoring Army SP4 William T. Cavanaugh (Ferri)

Motion to approve the resolution was made by Councilwoman Racquier, seconded by Councilwoman Ristaino-Siegel. Motion carried 7-0.

 

11.    Consideration of meeting minutes

a.      October 15, 2014

Motion to approve the meeting minutes of October 15, 2014 was made by Councilwoman Ristaino-Siegel, seconded by Councilwoman Racquier. Motion carried 6-0.

Councilwoman Gonzalez abstained from vote.

 

12.   Good & Welfare from City Councilors- updates, announcements, reports from councilors in regards to community liaisons and events.

Councilman Ferri: congratulated Councilwoman Maldonado for her election to the Rhode Island House of Representatives.

Informed the public of the Veterans Day celebrations taking place in the city, beginning at Quinn Square.

 

Councilwoman Ristaino-Siegel: announced the annual Thanksgiving Day dinner being hosted at the Knights of Columbus.

 

13.   Adjournment

Motion to adjourn was made by Councilwoman Ristaino-Siegel, seconded by Councilwoman Gonzalez. Meeting adjourned at 8:31pm.
