1.       Roll Call – Councilors Ferri, Figueroa, Gonzalez, Johnson, Maldonado, and Ristaino-Siegel were Present. Councilor Racquier was absent. Assistant City Clerk Sean Murphy and City Solicitor Jerzyk were also present.

 

2.      Pledge of Allegiance – was led by President Ferri.

a.      Motion to approve the application of Luis Mejia Vega was made by Councilwoman Gonzalez, seconded by Councilwomen Ristaino-Siegel. Motion passes 6-0.

b.      Motion to approve the application of Deyanira C. Romero was made by Councilwoman Gonzalez, seconded by Councilwoman Ristaino-Siegel. Motion passed 6-0.

c.       Motion to table the application of Eddi Alcantar was made by Councilwomen Gonzalez, seconded by Councilwoman Ristaino-Siegel. Motion passed 6-0.

d.      Motion to approve the application of Serafin & Martha Rivero was made by Councilwoman Gonzalez, seconded by Councilwoman Maldonado and Councilman Figueroa. Motion passed 6-0.

e.      Motion to approve the application of Azhar A. Mehmood was made by Councilwoman Gonzalez, seconded by Councilwoman Maldonado and Councilwoman Johnson. Motion passed 6-0.

f.        Motion to approve the application of Muntaser Alrefai was made by Councilwoman Gonzalez, seconded by Councilwoman Ristaino-Siegel. Motion passed 6-0.

 

5.      Consideration of petition for event permit:

Motion to approve the application of Al Cardoza’s events were made by Councilwoman Gonzalez, seconded by Councilwoman Ristaino-Siegel. Motion passed 6-0.

Motion to approve application of Joshua Giraldo’s event was made by Councilwoman Gonzalez, seconded by Councilwoman Maldonado. Motion passes 5-0. Councilwoman Ristaino-Siegel recused herself from voting.

Motion to approve the application of Geraldine Barclay-King’s event was made by Councilwoman Gonzalez, seconded by Coucilwoman Maldonado. Motion passed 6-0.

Motion to approve the application of Jeannie Lapierre’s event was madew by Councilwoman Gonazalez, seconded by Councilman Hugo Figueroa. Motion passed 6-0.

 

6.      Election of Special Constable pursuant to RIGL 45-16-8.

            Charles Beaudoin

Motion to approve the application of Charles Beaudoin was made by Councilwoman Gonzalez, seconded by Councilwoman Ristaino-Siegel. Motion to withdraw approval was made by Councilwoman Gonzalez and seconded by Councilwoman Ristaino-Siegel. Motion to table was made by Councilwoman Ristaino-Siegel and seconded by Councilman Figueroa. Motion tabled 6-0.

 

7.      Ordinance amending Article VI of Chapter 2 by adding section 2-232, creating The Central Falls Pension Protection Ordinance (Gonzalez)– Second Reading, Public Hearing and Consideration

There was no public comment. Motion to amend the Ordinance was made by Councilwoman Ristaino-Siegel, seconded by Councilwoman Johnson. Roll call vote was taken; all votes were in the affirmative. Motion passed 6-0.

 

8.      Ordinance Amending Chapter 4, Article II, Division 2 of the Revised Ordinances (Ristaino-Siegel)- First Reading, Consideration

Motion to add substitute “A” was made Councilwoman Gonzalez, seconded by Councilwoman Johnson. Motion to approve Ordinance with substitute “A” was made by Councilwoman Johnson, seconded by Councilwoman Gonzalez. Roll call vote was taken; all votes were in the affirmative. Motion passed 6-0.

 

9.      Ordinance Amending Section 1: Chapter 8 “Animals” (Maldonado)- Introduction

Ordinance introduced by Council President Ferri.

 

10.   Ordinance Amending Section 1: Article II “Rubbish Collection” of Chapter 30 “Solid Waste” (Ferri)- Introduction

Ordinance introduced as amended by Council President Ferri.

 

11.    Resolution Declaring July 3, 2014 as Celebration of America Day (Ferri)

Motion was made to approve the Resolution of Celebration of America Day by Councilwoman Gonzalez, Seconded by Councilwoman Maldonado. Motion passed 6-0.

 

12.   Claims to be referred to the Claims Committee

a.      Lisa A. Decotis of 1683 Old Louisquisset Pike, Lincoln, RI, for alleged damage to personal vehicle sustained on May 25, 2014 while parked at the parking lot on Higginson Avenue.

 

b.      Ronald J. Ferreira, Jr. of 151 Maplecrest Drive, Pawtucket, RI for alleged damage to personal vehicle while traveling on Broad St.

 

c.       Louis Piccolo of 1 Mendon Road, Cumberland, RI for for alleged damage to personal vehicle while traveling on Blackstone St.

 

13.   Consideration of meeting minutes

Motion was made to approve minutes collectively with amendments by Councilwoman Ristaino-Siegel, and seconded by Councilwoman Gonzalez. Motion passed 6-0.

 

14.   Receipt of department reports

a)     Fire Department- Report for month of June 2014: Training & Education, Incidents by Time & Day

b)     City Clerk Department- Report for month of June 2014:Distribution Report

c)      Department of Public Works- Report for month of June 2014:Department Activity Report

d)     Finance Department- May revenue and June 2014 expenditure summary

e)     Department of Code Enforcement- Report for month of May 2014:Building Division Permits Issued, Complaints Report

f)       Legal Department- Report for month of June 2014: Monthly Council Report

g)     Human Resources Department- Report for month of June 2014

 

A motion to receive department reports was made by Councilwoman Ristaino-Siegel, seconded by Councilwoman Johnson, Motion passed 6-0.

 

15.   Good & Welfare from City Councilors- updates, announcements, reports from councilors in regards to community liaisons and events.

There was a discussion of when the next council meeting would take place.

Councilwoman Gonzalez spoke about how the Central Falls Alumni Association was working in an attendance campaign to stop chronic adsenteeism.

Councilman Ferri mentioned that Blackstion Valley Group would be touring the Jenks Park Grotto and Tower on July 23, 6:30 p.m.

 

16.   Adjournment

Motion to adjourn was made at 8:00 p.m. by Councilwoman Ristaino-Siegel, seconded by Coucilwoman Gonzalez. Motion passed 6-0.
