A meeting of the Central Falls City Council was held on the above date, in the above location at 6:07 pm Council President William Benson Presided. Richard Kirby, Esq. was present. Mayor James Diossa was also present.

Quorum present.
Dir. of Recreation and Dir. of Planning explained the citizens investors t rash can project.
Judith George Feliciano of 88 Bagley St. spoke about recycle bins.
Community Center, and pool.
Thomas Lazieh of 1072 Lonsdale Ave. spoke about the homestead exemption. He also spoke about streets and construction.
He commented on the lack of a primary.
Requested the City Council take a look at actions of the Receiver.
Al Romanawicz of 303 Central St. spoke about the items at the Library annex to be disbursed.
Councilor Ferri spoke about the creation of the Rene Coutu memorial park opening on Oct. 19 on Lewis street.

Councilor Ferri, made a motion to accept place on file, seconded by Councilor Corrales. all agreed so moved 3 yes 2 absent.
B) Correspondences
1. Town of Middletown in support for the concept of bringing the Retired Aircraft Carrier USS John F. Kennedy to Newport County as a Family Attraction, Education and Job Training Center Disaster Relief Facility, Museum and Memorial.
Councilor Ferri, made a motion to accept place on file, seconded by Councilor Corrales. all agreed so moved 3 yes 2 absent.
C) City Officers’ Reports
1. City Clerks report for September, 2013.
2. Fire Departments report September, 2013.
3. Police Department September, 2013.
4. Board of Canvassers for September, 2013.
5. Code Enforcement for September, 2013
6. DPW report for September,2013.
8. Planning Department for September, 2013.
9. Parks and Recreation, September, 2013 was added without objection.
D) Resolutions of Condolences an Thanks
1). In Support of November as “Pancreatic Cancer Awareness Month.
2) Extending Condolences to the family of Lana M. Cardin.

Dir. of Code Enforcement was present and explained the process and how long it has been since she was working on this violation.
Chief Robert Bradley was present and stated that Mr. Benoit is working on it but it is still not complete.
Discussion ensued.
City Council questioned Mr. Benoit on the status and the Certificate of Occupancy.
Councilor Ferri, made a motion to start proceedings for cease operations seconded by Councilor Corrales. All agreed so moved 3 yes 2 absent.
