A meeting of the Central Falls City Council was held on the above date, in the above location at 6:10pm Council President William Benson Jr. Presided.
Atty. Lawrence Groff was present, Attorney for the City Council
Atty. Richard Kirby was present.

2. Public Input-
Council President William Benson opened the floor to Public Input.
Dr. Anthony Barajas was present and spoke about the Resolution in support of Higher education resolution.
Marta Martinez spoke in support of Higher education Resolution.
Kevin Bryan of 20 Butler Ave. spoke about the parking ban.
Thomas Lazieh of Lonsdale Ave. was present and commented on the Parking Ban and the elimination of it. He also commented on the Post office and receivership.
Col. Joseph Moran of 225 Shawmut Ave. read a public statement.
He also commented on the parking ban and made recommendations in regards to the Detention Facility.
Bruce Ogni gave an update on the pensions for the retirees.
Michael Brule of Washington St. spoke on the ills of the parking ban, and the rat situation.
Anna Cana Morales spoke in regards to the support of the resolution for higher education. She also spoke of support for the students and teachers.
Julio Castillo of Pacific St. was present and spoke against the parking ban.
Senator Elizabeth Crowley was present and spoke about education. She also spoke on Legislation made by the Receiver.
She also spoke of bringing the government back to the City.
Councilor Delahoz spoke on Parking Ban and also spoke on the Receivership.
Atty. Lawrence Goldberg Attorney for the City Council spoke of the liability to the City Council due to the Receivership.

3. Pledge of Allegiance—was led by Gayle Corrigan.
4. Correspondence
a. ACLU regarding a recent action in the role of the Receiver.
5. Minutes
a. January 9, 2012
Councilor Aubin made a motion to accept and place on file items 4 and 5, seconded by Councilor Szlastha. All agreed. So voted.
6. Receiver’s/Chief of Staff’ s Input—none
7. Mayor’s Input
Mayor Charles Moreau was present and spoke on many issues including the Receivership and parking ban.
8. Resolution
a. Extending Condolences to the family of Pedro Cano Sr.
b.Extending Condolence to the family Manuel V. Cardoza Jr.
Councilor James Diossa made a motion to approve items a and b, seconded by Councilor Szlastha. All agreed. So voted.
c. In support of a decision by the Bd. Of Governors for Higher Education’s decision to extend in state tuition to undocumented students.
d. In support of the Receiver taking action to cause the Wyatt Center to pay its obligation to the City.
e.In support of the Receiver hiring appropriate professionals to commence an investigation to recover damages from the contractors and/or constructors causing possible failures to the facility.
f. In support of the Receiver request legislature immediately repeal the recently enacted municipal bond hold preference in order to apply those funds to other City obligations.
Councilor Richard Aubin made a motion to approve items c to f, seconded by Councilor Szlastha. All agreed. So voted.
