A meeting of the State Receiver’s Council Hearing Officer was held on the above date; in the Council Chambers at 6:11pm John F. McJennett III the Receiver was present.
Richard Kirby, Esq. Solicitor for the City was also present.

The John F. McJennett III State appointed receiver made a motion accept all of items A and B and place them on file. So moved.

Mr. Rodriguez was present but had not brought an interpreter. Mr. Kirby asked that this case be continued to the next Receiver meeting of September 12, 2012 at 6:00pm and Mr. Rodriguez should bring an interpreter with him.
Mr. McJennett III, State appointed receiver continued this to 9/12/2012.

8. Ordinances/Public /Hearing/Final passage
a). Pertaining to the Salaries of Department Heads & Others in Unclassified Service.
b).Establishing the Maximum Number of Employees in City Departments FY 2013.

"The Finance Office presented two replacement Ordinances on July 11,2012 that changed the Ordinances significantly. Mr. Richard Kirby, solicitor suggested that this first presentation be accepted as Introduction/First Passage and that at the next Regular meeting it wiII be listed as Public Hearing/Final Passage.
Mr. McJennett III, State appointed receiver approved these two ordinances collectively.
9. Public Input on installation of Red Light Camera System
Mr. Materese gave a presentation an asked for public opinion.
10. Discussion/public input on the proposal of An ordinance restricting the use of “Legal Fireworks” after 8:30 PM during non-daylight savings time, and 9:00 PM during daylight savings time, except July 3rd and 4th when it will be allowed until 10:00 PM.
Pubic was asked for any input and their feelings on this item.
11. Public input- Edna Poulin spoke about ada compliance at dpw.
Thomas Lazieh spoke about updates on bankruptcy.
