A meeting of the Central Falls State’s Receiver’s Council was held on the above date, in the Council Chambers at 6:01 pm. Councilor James Diossa Presided.

Joshsa Giraldo invited the public to come to the city clean up.

Motion to accept and place on file  item A. was made by Robert Ferri, seconded by Edna Poulin, all agreed. So voted.

5.   Claims to be referred to Claims Committee

Frederick Specht of 166 Harrison St. Pawtucket, RI for alleged damages to his vehicle due to a pothole on Dexter St. on 2/9/11.

 

Motion to refer this item to the Claims committee was made by Edna Poulin seconded by Robert Ferri, all agreed. So voted.

Peter Chatilier and Deborah Mitchell  from Braver was present and answered questions of the Receiver’s Council.

Joseph Nield, of the DPW was present and informed the Receiver’s Council of the Annual Report.

Matthew Helfand, Tax Assessor could not be at this meeting so Dr. Ellen Eggeman presented the abatement list.

11. Resolutions

a).  For Judge Robert G. Flanders Jr. to file an application for the RI Small Cities Community Development Block Grant Application for Program Year 2011

Elaine Partridge, of the Planning Department was present and answered questions of the Receiver’s Council.

b).  In Support of Extended Producer Responsibility

Motion by Edna Poulin to approve by, Robert Ferri seconded the motion.  All agreed. So voted.

 

12. Ordinance

1).  Introduction

Authorizing the City Tax Collector to grant forbearance of interest and penalties during the period of May 15, 2011 thru June 15, 2011 on past due traffic fines, municipal court fees, environmental fines, and tangible personal property taxes if all such traffic fines, municipal court fees, environmental fines, tangible personal property taxes due and payable are paid in full.

So Introduced.

 

2).  First Passage

a).  Amending the Central Falls Zoning Ordinance

Motion by to approve by Robert Ferri ,Edna Poulin  seconded the motion.  All agreed. So voted.

 

b).  Amending Chapter 34 , Section 42 Persons 65 years of age or over.

Motion by to approve by Robert Ferri ,Edna Poulin  seconded the motion.  All agreed. So voted.

 

3). Public Hearing/Final Passage

c).  Amending Chapter 36, Article XI Pertaining to weight limits on bridges as ordered by the Rhode Island Department of Transportation.

Motion by to continue to the May meeting by Robert Ferri ,Edna Poulin  seconded the motion.  All agreed. So voted.

 

d).  Amending Chapter 34, Section 45 Pertaining to Homestead Exemptions

Motion by Edna Poulin to approve by, Robert Ferri seconded the motion.  All agreed. So voted.

 

e).  Amending Chapter 34, Section 43 Pertaining to Tax Exemptions for Veterans

Motion by to approve by Robert Ferri ,Edna Poulin  seconded the motion.  All agreed. So voted.

 

f).   Amending Chapter 32, Section 8 Pertaining to Depositing Snow on Streets

Motion by Edna Poulin to approve by, Robert Ferri seconded the motion.  All agreed. So voted.

 

g).  Amending Chapter 32, Section 36 Pertaining to the assessment of an administrative fee

Typographical error was found.  Motion to amend the ordinance made by Robert Ferri changing the forth word (of) to (or), seconded by Edna Poulin, all agreed.  So voted.

Motion by Edna Poulin to approve as amended by, Robert Ferri seconded the motion.  All agreed. So voted.
