A meeting of the Central Falls City Council was held on the above date, in the Council Chambers at 6:00pm Councilor William Benson , Jr. presided

Council President Benson presided and lead the assembly in the Pledge of Allegiance.
a) Establishing a Sidewalk Café License
Motion to table made by Councilor Aubin and seconded by Councilor Szlastha. All Agreed. So voted. 5-0
a) The Annual Operating Budget. (FY 2009/10)
b) The Annual Capital Budget.
c) The Annual Capital Program.
d) An Ordinance pertaining to salaries for Police Officers and Firefighters.(FY 2009/10)
e) An Ordinance Amending Wage Schedule Generally. (FY 09-10)
f) An Ordinance pertaining to Salaries of Department Heads and Others in Unclassified Service. (FY 2009/10).
g) An Ordinance Establishing the Maximum Number of Employees in the City Departments.
Public Hearing opened. Edna Poulin spoke of concerns on overtime budgets. She questioned the revenues of the Detention Center. She also spoke of police and fire pensions.
Daniel Issa of Lonsdale Ave. spoke on the budget. He felt the detention center revenues were overstated.
Thomas Lazieh of Lonsdale Ave. also spoke of concerns on the budget.
Motion to amend the ordinances (see written list) made by Councilor Szlastha and seconded by Councilor Delahoz. All Agreed. So voted. 5-0
Motion to approve items a through f as amended was made by Councilor Aubin and seconded by Councilor Szlastha. All Agreed. So voted. 5-0
h) Amending 22-28 (a) Filling of Vacancies
Public Hearing opened. Public Hearing closed.
Colonel Moran spoke of the time and money saved. Mr. Horton representing the Police Union felt that it was unfair to cut up the personnel list. This would also cut out the agility test. Discussion took place.
Motion to table made by Councilor Szlastha and seconded by Councilor Aubin. All Agreed. So voted. 5-0
i) Amending Article 1 Section 12-8- Schedule of fees for licenses and permits
Public Hearing opened. Public Hearing closed.
The Director of Code Enforcement could not be at this meeting due to a death in the family. The Council was looking for more information.
Motion to table made by Councilor Delahoz and seconded by Councilor Szlastha. All Agreed. So voted. 5-0
j) Amending Chapter 42—Sewers and Drains-- Illicit Discharging and Post Construction Storm Water Control (at the request of Councilor Benson)
Motion to approve made by Councilor Delahoz and seconded by Councilor Szlastha. All Agreed. So voted. 5-0
