A meeting of the Central Falls City Council was held on the above date, in the Council Chambers at 6:09pm William Benson Jr. Presided.

 

1.      Roll call

Richard Aubin-Present

Eunice Delahoz-Present

Patrick Szlastha-Present

Elizabeth A. Crowley-Present

William Benson-Present

Quorum present.

 

2.      Executive Session-Pursuant to RI GENERAL LAWS 42-46-5 (A) (2)Pertaining to collective bargaining and litigation

Motion to convene into executive session made by Councilor Aubin, seconded by Councilor Szlastha, Crowley and Delahoz.  All agreed. So voted.

 

The Council re-convene their meeting.   Councilor  Aubin made a motion to seal the minutes of the executive session, seconded by Delahoz.  All agreed. So voted.

All the titles were read into the minutes.

Council President Benson opened up the public hearing.

Captain Bradley of 555 Hunt St.  of the Fire Department read a statement in regard to the lay-offs.

Chief Moran was present from the Police Department and contested some of the items stated by the Fire Department.

 

3.      PUBLIC HEARING/FIRST PASSAGE

a)   The Annual Operating Budget. (FY 2008/09)

b)   The Annual Capital Budget.

c)   The Annual Capital Program.

d)   An Ordinance pertaining to salaries for Police Officers and Firefighters.(FY 2008/09)

e)   An Ordinance Amending Wage Schedule Generally. (FY 08-09)       

f)   An Ordinance pertaining to Salaries of Department Heads and Others in Unclassified Service. (FY 2008/09).

g)   An Ordinance Establishing the Maximum Number of Employees in the City Departments. 

Councilor Delahoz informed the Fire personnel present that this was a very difficult budget.  They had not been to all the hearings and heard all the Department heads stating that this was going to be a difficult budget.  They wished there was more money to deal with, but it just is not there.  Councilor Crowley discussed the same thing with them.

Motion to approve made by Councilor Aubin, seconded by Councilor Szlastha and Delahoz.  All agreed. So voted.

 

4).     Council Appointment

a). Municipal Court Judge for re-consideration

Councilor Aubin made a motion for a re-consideration vote for Municipal Court Judge, Councilor Delahoz seconded the motion, all agreed so voted.

Councilor Aubin made a motion to appoint Raymond Cooney into the position, seconded by Councilor Szlastha, 3yes 2 no. Motion carries.

 

5).     Resolution

a). Approving the Purchase of Property located at 352 Cowden St.

Councilor Aubin made a motion to approve,Councilor Delahoz seconded the motion, all agreed so voted.

8.      Adjourn

Motion to adjourn was made by Councilor Crowley, seconded by Councilor Szlastha.     All agreed. Adjourned 7:20 pm
