Resolution extending condolences to the Family of the Late Fernando Ramos. Council President Benson.
Motion to accept and place on file collectively the items in the consent agenda was made by Councilor Aubin and seconded by Councilor Gil. All Agreed. So Voted.
Colonel Joseph Moran -2007 Byrne/JAG Grant
The Colonel explained in detail the purpose of the Grant. He stated that the grant is in the amount of $33,817 for the period of October 2007 to September 30, 2010. He also explained that it is his intention to use the money before the expiration time on overtime expenditures to place more personnel in troubled areas on Motorcycle detail, bike detail and other special details.
President Benson thanked the Colonel and opened the meeting for public hearing.
No Comments. Public Hearing Closed.
Councilor Delahoz commented on how helpful the extra details would be in problem areas.
Councilor Aubin commented that the Dexter Street business owners are happy for the extra police presence.
Councilor Gil asked when this would begin. Colonel Moran explained that the Foot patrol, motor cycle and bicycle patrols will be conducted while there is good weather at least until late fall.

Councilor Gil commented on the goings on at this type of business and cautioned Mr. Velazquez on such activities.
Mr. Velazquez explained that the business next door to his is the problem and that is why he is changing locations.
Council President Benson agreed that Mr. Velazquez's business is not the problem in that particular area and that the other business will be before the Council in the next few weeks.

a) Resolution authorizing payment to Bond Counsel for professional legal services rendered in connection with proposed school refunding bonds. Councilor Delahoz Mr. Kuzmiski, Finance Director read the Resolution and offered a brief explanation.
Motion to approve was mad by Councilor Delahoz and seconded by Councilor Aubin. All Agreed. So Voted.
b) Resolution authorizing a deposit to the City's private pension plan in order to meet the required minimum operating level in the immediate participation guarantee fund.
Councilor Delahoz.
Resolution was read by the Finance Director.
Councilor Delahoz motioned to amend the resolution to read" Now, therefore be it resolved." Motion seconded by Councilor Aubin. All Agreed. So Voted.
Motion to approve as amended was made by Councilor Delahoz and seconded by Councilor Aubin. All Agreed. So Voted.
c) Resolution authorizing an increase in monthly pension benefits to retired police officers and firefighters. Councilor Delahoz.
The Finance Director read the resolution.
Motion to approve was made by Councilor Delahoz and seconded by Councilor Aubin. All Agreed. So Voted.
Introductions
a) An Ordinance amending the revised ordinances of the City of Central Falls Entitled Animals sections 8-11 Domestic Animal Waste and Removal; Section 8-36 Penalty for violation of article and section 8-37.1 Dog license, fees. Council President Benson.
Council President Benson turned the Chair to Councilor Gil.
Councilor Benson explained the fee structure that he is looking for with regards to this Ordinance and asked that the Chair of the Ordinance Committee, Councilor Aubin work with the Animal Control Officer.
Chairman Gil received the Ordinance for Introduction and turned the Chair back to Council President Benson.
b) An Ordinance amending the Zoning Ordinance. Council President Benson.
So Introduced.

Councilor Gil commented on the condition of Pine and Moore Streets and asked how they Get scheduled for repaving. He stated that in the Council President's Ward there are several streets paved.
Council President Benson commented that the areas in question are in his Ward and that they are scheduled for repaving.
Councilor Gil also commented that the street also needs cleaning.
Councilor Gil also questioned Colonel Moran about a recent robbery and that the victims were afraid to complain because of immigration issues.
Colonel Moran stated that while the Police Department works with INS it's first concern is for the victim of a crime and that if there is anyone who is a victim he would like them to report this action. He also stated that there are several Hispanic police officers as well as several officers who speak the Spanish language including him.
Motion to adjourn was made by Council Aubin and unanimously seconded. Time 6:00 p.m.
