A meeting of the Central Falls City Council was held on the above date in the City Hall Council Chambers at 6:45 p.m.

 

1.  Roll Call

2.  Pledge of Allegiance

 

Council President Weber presided and led the Assembly in the Pledge of Allegiance.

 

3.  Correspondence

 

1.  Town of East Greenwich Resolution imposing a restraint on the exercise of power of eminent domain.

 

2.  Ryan Corrigan memo regarding permit for 404 Roosevelt Ave.

 

3.  Chief Coutu memo regarding Fire Fighter detail for 404 Roosevelt Ave.

 

4.  Elizabeth Crowley memo regarding Bristol Street Abandonment.

 

5.  Joseph Nield Director DPW regarding Bristol Street Abandonment.

 

6.  Wayne D. Brown City Assessor regarding Bristol Street Abandonment.

 

7.  Toni Brandt IIMC Accreditation Specialist regarding Elizabeth Crowley Second Level MMC program.

Motion to approve and place on file was made by Councilman Benson and seconded by Councilman Silva.  All Agreed So Voted.

 

4.  City Officers Report

 

1.  Fire Department Report August,2005.

 

2.  City Clerk Report August,2005.

 

3.  Expenditures Report 8/31/05.

 

Motion to accept and place on file was made by Councilman Benson and seconded by Councilman Silva and Councilman Patino.  All Agreed So Voted.

  

5.  Oral Reports City Officers

 

Laura Marlane, Director Central Falls Public Library

 

Councilman Weber stated that Dr. Watkins from the School Department was present and wished to address the Council.  All agreed.

 

Dr. Watkins was present and asked to make a formal request to use the old Channel one building.  She gave a verbal presentation on requesting more space.

 

Councilman Weber stated he did not know the status of building.  Councilman Silva stated he spoke to the Mayor and that’s all that was needed was for Dr. Watkin to come in and make a formal request, and that it was all set.

 

Councilman Weber stated there was no formal request before them in a form of a resolution.  He advised her to come to the Clerk’s office start the process for the Resolution.  Councilman Leger questioned her on enrollment.

 

Laura Marlene Director of the Library was present and gave and oral report.

 

6.  Abatements/Additions

 

Wayne D. Brown, City Assessor

Wayne Brown, Tax Assessor was present and said that it was on the advice of the Law Department  re:Carties.

 

Councilman Leger questioned the Assessor.

 

Jack Gannon was present from the Law Department, and explained the circumstances on this abatement.

 

Motion by Councilman Leger to approve the list excluding Carties, seconded by Councilman Patino, all agreed

 

Gene Noury Personnel Specialist was present  and gave an overview on City personnel Department.  Discussion also ensued regarding accidents concerning City Personnel.

 

7.  Claim

 

Antonio Miranda for injuries sustained in accident with Police vehicle on or about 8/7/05.

 

Motion by Councilman Leger move this item to the Claims committee, seconded by Councilman Patino also to include the recommendation of the Law Department.

 

, all agreed, So voted.

 

8.  Mayor's Appointment

She was present.  Councilman Weber congratulated her on here appointment.

11.  Public Comments

 

Joe Midiala of 27 Orchard St.  spoke of accidents and precautions that could be taken.

 

Councilman Weber spoke of an incident that took place at 404 Roosevelt Ave.  City Council had concerns.  Chief Moran was present to inform the  City Council.   Councilman Silva stated he had a conversation with the owners of the building and they said they did not
