This meeting was continued to this date because the last department head, City Clerk did not have the opportunity the day before to review her budget with the Council.
1. Roll Call

Councilman Leger – Chaired.
Quorum present.
2. John Kuzmiski the Finance Director and Elizabeth Crowley, City Clerk was present. The Deputy City Clerk was present and was the Clerk of this meeting.
John Kuzmiski started the discussion on the topic of Department head raises, and asked them to consider what is average pay rate for the state.
Councilman Leger compared non-union to union positions.
Councilman Patino stated that the city has a small tax base.
Discussion took place on Longevity for the union staff.
Councilman Leger said he would be in favor of looking at each position.
Councilman Leger also said he felt that the Chief Officer of the City should be paid the most.
John Kuzmiski, spoke of his accomplishments during the year.
Councilman Leger spoke of what he thought of motivation for Department Heads and their staff.
John Kuzmiski stated he hoped the Council was looking at least what the union people received 3%.
Councilman Patino agreed to a 3% raise.
The City Clerk reviewed other line items in her budget. The Council questioned her on attaining laptops for them. They agreed to work on getting laptops.
Elizabeth Crowley spoke of the importance of attending conferences.
She stated that the Mayor request another Janitor position in addition to the one Janitor we have now.
Councilman Leger stated he agreed with another position but the shifts should be staggered in order to allow the custodian to do floors and other items that could not be done in the daytime.
Discussion took place on the duties of the present janitor, personnel handed the Council of a list of his duties.
The City Clerk explained the conflicts that have occurred due to the lack of job descriptions. Certain things this janitor can do, and other things he cannot.
Elizabeth Crowley, spoke of $200 requested for the Probate Judge’s Robe and she does not see it listed as it was requested.
Discussion took place on the Animal Control Officer and the work he has done. The Council congratulated him on his work.
Councilman Benson discussed rodent control issues.
3. Adjourn
This meeting adjourned at 3:50pm all agreed. So voted.
