A meeting of the Central Falls City Council was held on the above date in the City Hall Council Chambers at 3:40 p.m.

All other member was present. Quorum present
Councilman Leger had requested Gene Noury, personnel director to come to the meeting and answer some questions.
Colonial Moran of the Police Department was present to answer questions about the new clerical position requested in his budget. Councilman Leger asked questions concerning job description for the new position of clerk at the police station. He also asked if it would be a union position. The Colonial thought it would be. Councilman Leger asked if it would have to be posted. Gene Noury stated yes he thought it would.
Councilman Leger asked questions of the Fire Chief Rene Coutu, and about 44 man platoons that are still in negotiations and about overtime compared with adding more staff.
Councilman Patino asked the personnel department if an effort was made to hire Latinos and women to the fire department.
Gene Noury explained that it was advertised in the Spanish newpapers.
Councilman Leger asked about safety procedures and if there were any in place for the Highway Department.
Gene Noury explained that The Trust has come in for different trainings and will be asked to come back.
Councilman Leger asked Mr. Noury to get the total cost of repairs on all vehicles compared to the total cost of a mechanic.
He also requested the cost of injury claims.
Councilman Patino asked how a person would get hired.
Gene Noury asked for what area of the city is the inquiry.
Councilman Leger asked for the City to develop a policy that everyone should go through.
Councilman Leger stated there should be a policy on hiring.
John Kuzmiski explained the new Phoenix system and how it will assist personnel.
Gene Noury introduced Laura Marline she has a MLS and is very qualified.
Councilman Benson questioned the amount of $1000 in the overtime account at the Library. Discussion took place on how it would be used.
Laura spoke of the computer tech position and was interrupted by Gene Noury to say that position was still in arbitration and may have to have an executive session to discuss specifics.
Councilman Leger also requested that Angelo Garcia come back before the Council to answer more questions.
Wayne Brown, Tax Assessor, was present to discuss his budget. He explained different items that can be accessed on the Web site that pertain to his department.
Councilman Patino stated how valuable this access is.
Mr. Brown also discussed the phase out on tangibles for 2008.
Discussion took place on the non-utilization tax.
Councilman Patino is in favor of being aggressive with the non-utilization tax.
Discussion took place about the low income on tickets. It was explained that one clerk was out sick for3-4 months.
John Kuzmiski explained the choices on the pay out plan for Pawtucket Water Supply. The amount is 1.2 million over 2 years. $600,000.00 per year. A deal has not been consummated yet.
Councilman Leger stated that he would like to see money spent on the sweeper, and he believes the rest of the Council feels the same.
Motion to adjourn made by Councilman Benson. All agreed. So voted.
