A meeting of the Central Falls City Council was held on the above date in the City Hall Council Chambers at 6:45 p.m.

Quorum present.
Council President Weber presided and led the Assembly in the Pledge of Allegiance.
Mayor Moreau explained that the present lessee of the building couldn't come to an agreement with the prospective developer. The City re-advertised the property and received several proposals. He stated that the City feels that the proposal submitted by Mr. Lariviere best fit the goals of the Community. He stated that this area is a gateway to the City and that this should be a signature project. He also commented that an intensive background check regarding the developer was done as well as discussions with Bob Billington from the Tourism Council.
Mr. Lariviere commented on the project and that he was very pleased with the building which is only 20 years younger than the Slater Mill. He said that he would bring the building up to code providing mixed use for the building. He proposed putting a nice restaurant on the first level. He stated that he would want a good solid restaurant not a sandwich shop, something that would utilize the deck. He stated that he hoped to have a good solid plan in a few weeks. He thanked the Council and Mayor for their time.
Mayor Moreau commented on the status of the Higginson Ave. Sports Complex.
He spoke on the Bond as it relates to the Community Center, Public Works Department and the renovation of the 3rd floor of City Hall.
The Mayor updated the Council on the Recycling Program and that the City must be at a 20% rate by the new fiscal year.
He also related that his Office has been in contact with Rep. Patrick Kennedy's Office regarding money from the Federal Government for sidewalk repair and money to complete the Higginson Avenue Complex.
Mayor Moreau informed the Council of a new company called Fortune Metals coming to the City.
He stated that City residents would be given first priority in hiring.
The Mayor spoke briefly on the Department of Education issue related to the School District and that the Department of Education would be meeting to discuss the financial issues related to City schools.
He stated that the City has an agreement with the State since the early 1990's and that the contract goes to infinity. He stated that there is something wrong when 33% of our children are deemed special education and need to be bused outside the City. He also asked how is it that the school employees have increased from 275 in 1991 to 606 in 2005 with a 42 million dollar budget.
Joe Nield, Director of Public Works gave a brief overview of the City's re-cycling program.
Ken Vaudreuil related that many residents have been given information about recycling.
Councilman Leger questioned Mr. Vaudreuil.
Councilman Patino commented on the use of the Municipal Court.
Anthony Tager, Director
Mr. Tager presented the Council with a schedule of the summer programs for 2005.
He commented on Girl Softball Competition, Teen Gold Metal Competition, Special Olympics, and Basketball programs.
He told the Council that the summer program is expected to begin on June 27th and conclude on August 19th . He related that his Department would be conducting annual earth day clean-up of Jenks Park. He stated that the Basketball Court and Playground renovations will begin soon and that the courts will be in honor of Leo Labossiere with a dedication ceremony to be announced.
