Council President Weber presided and led the assembly in the Pledge of Allegiance.
Motion was made by Councilman Leger and seconded by Councilman Silva to amend pg 7 paragraph 5 to read " Mayor Moreau" stated. All Agreed. So Voted.
Motion to accept and place on file as amended was made by Councilman Leger and seconded by Councilman Benson. All Agreed. So Voted.

Council President Weber asked the Clerk to send out a reminder to all departments for timely reports.

a) DEM -Application #04-0056 Wetlands Permit- Higginson Avenue Project
Motion to accept and place on file was made by Councilman Leger and seconded by Councilman Silva and Councilman Benson. All Agreed. So Voted.
Mayor Moreau briefed the Council on the Higginson Avenue Sports Complex Project Phase I. He stated that he spoke with Congressman Kennedy on the subject of funding for phase II of the project. He spoke on the recycling program and the need to increase the recycling. He also commented on the increase in recycling that has taken place.
The Mayor briefed the Council on the detention facility's expansion efforts.
