Council President Robert F. Weber presided and led the assembly in the Pledge of Allegiance.
Pursuant to RIGL 42-46-5(2) Litigation-Women's Development Corp. vs. City of Central Falls.
Motion to recess to Executive Session pursuant to RIGL 42-45-5(2) Litigation was made by Councilman Leger and seconded by Councilman Benson and Councilman Silva.

Motion to accept and place on file was made by Councilman Leger and seconded by Councilman Benson. All Agreed. So Voted.
Council President Weber requested that the Municipal Court Judge and the Director of
Code Enforcement and Recreation Direct to attend the October 18th meeting to give a verbal report.

Cesar Leon acted as a translator for Mr. Lopay.
Licensee was asked if he understood the reason he was summoned.
Officer Dorian Rave testified that the Department sent officers out on a routine license check.
Motion to suspend the license for 2 days and fine the licensee $300.00 was made by Councilman Leger and seconded by Councilman Silva.
The Licensee was fined $300 and had his license suspended 2 days October 1 & 2nd for allowing business to be conducted without a licensed beautician or barber on the premises.

Mr. Hernandez and Maria Gonzalez were present.
Sgt. Ogni gave a report on the incident which led to this summons.
Motion to fine $300 and suspend operation for 2 days Oct 1 & 2nd was made by Councilman Leger and seconded by Councilman Benson.

Mr. Wallace Peckham stated that the Council encourages business to call Police. If the City were to put policemen back on the street walking the beat it may be the answer to many of the City's problems. He stated that the music is too loud. He commented that the City needs a Chief that lives in the City and it needs to be put in a contract.
Rick Aubin of 127 Chestnut Street commented on the Car Show and gave a brief update on the Boy Scouts.
Hector Solis of 251 Rand Street stated that he has lived in Central Falls for the past 21 years and he agrees that the Chief should live in the City. He commented on the large Hispanic community and how this related to the appointment of Chief. He spoke on Trash collections, Commercial locations and he also spoke on the position of Personnel Consultant.
Resolution Congratulating Mr. & Mrs. Arthur Ogni Sr. on the occasion of their 50th Anniversary.
Resolution Extending Best Wishes to Mr. & Mrs. Kenneth Slowik owners of Frank's Variety.
Motion to approve collectively was made by Councilman Benson and seconded by Councilman Leger.
All Agreed. So Voted.
An Ordinance Amending Article II entitled "Collection of Rubbish", as Amended.
Motion to approve was made by Councilman Benson and seconded by Councilman Leger.
Motion to table was made by Councilman Patino and seconded by Councilman Weber for the purpose of discussion.

1. Ordinance (Introduction)
Amending “An Ordinance pertaining to salaries of Department Heads & others in unclassified service, as amended. So Introduced.
Councilman Patino commented on the Introduction of Ordinance.
Councilman Leger commented.
Discussion ensued.
Council Members agreed that any Ordinance whether they are composed by a particular Council member or they are via the Mayor's Office should contain the sponsoring Councilman.
Without objection the Council passed the following Resolutions of Condolences.
Sister Annette Desmarais and Mr. Omer Levesque. Introduced by Councilman Benson.
Motion to approve collectively was made by Councilman Leger and seconded by Councilman Silva.
All Agreed. So Voted.
3. Parade - Central Falls Seventh day Adventist Church - Tabled 8/31/2004
Motion to approve was made by Councilman Leger and seconded by Councilman Patino and Councilman Silva. All Agreed. So Voted.
Council Members discussed the license process for City businesses.
