A meeting of the Central Falls City Council was held on the above date in the City Hall Council Chambers at 6:45 p.m.

2. Pledge of Allegiance
Council President Robert F. Weber, Jr. presided and led the assembly in the Pledge of Allegiance.
3. Claims (to be referred to Claims Committee)
1. Edmundo Ramos by his attorney for injuries sustained and property damage to vehicle on or about September 2003.
2. Emilia Costa for damages to vehicle when struck by City plow on or about Dec. 9, 2003.
3. Harold R. Smith d/b/a Westcott Development for issues arising from Zoning Compliance Certificates.
4. Jose D. Rojas by his attorney for injuries sustained in a slip & fall on or about Jan. 28, 2004.
5. Kenneth Raymond for damages to his vehicle when struck by City van.
6. Thomas Wilson et al v. City of Central Falls- alleged deprivation of civil rights.
7. Thomas Wilson vs. Charles Moreau alleged denial of equal protection, denial of due process, Violation of 1st amendment rights, violation of City Charter, violation of 42 U.S.C. 1983.
Motion to refer to Claims Committee collectively was made by Councilman Leger and seconded by Councilman Patino. All Agreed. So Voted.
4. City Officers Reports
Revenue & Expense Report March 31, 2004 (unaudited)
Motion to accept and place on file was made by Councilman Leger and seconded by Councilman Benson. All Agreed. So Voted.
5. Mayor's Comments
Mayor Moreau asked the Council and the Taxpayers of the City to be patient with the events that are taking please relative to the Librarian and Police Chief. He stated that when all the issues were played out they will be happy with the conclusions.

Council President Weber questioned the applicant extensively. He asked if the applicant was looking for a manager.
The applicant replied that there will be taped surveillance on the premises and that he asked Captain Moran for assistance in developing plans to keep the area free from any unwanted activity. He also stated that he plans to have the barbers wear uniforms so they can be distinguished from the customer. He also spoke with Cruise Carpets.

9. Public Comments
Douglas Pendergrass of Clay Street commented on Police Chief. He also commented on Earth Day Cleanup.
Councilman Patino responded regarding the Earth Day cleanup.
Rita, President of the Community Center Happy Seniors spoke the center and asked that the center be kept going.
Council President Weber stated that the City needs to fix the problem that there is no intent to close the center.
Councilman Leger commented on the amount of money put into the building for improvements.
10. Resolutions
Resolution extending the Condolences of the Central Falls City Council & Mayor Charles D. Moreau to the family of the late Gerard Laliberte, Pawtucket Municipal Court Judge.

12. Unfinished Business
Discussion on Legislation related to an Act authorizing the City of Central Falls to issue bonds and notes in an amount not to exceed $10,000,000 for Capital Improvements to various City Buildings in order to comply with the recently revised State mandated building/fire code regulations. (S 3071)
Council President Weber commented on the Bond and related that the Council is fully aware that it passed a resolution pertaining to this matter.
Councilman Patino commented on the Ordinance Committee's meeting and stated that Friends of Animals attended the meeting along with the ACO. He stated that May 19th is the next scheduled meeting of the Committee.
Councilman Leger questioned the status of the Landing.
Mayor Moreau commented on the Landing and the upcoming River's Day Event to be held on June 19th . He stated that this is when there would be the grand opening of the new dock. He stated that the Public Works Department has done a wonderful job in finishing the detail work for the opening.
13. New Business
Mayor Moreau stated that there will be an interim director at the Library. He explained that the Assistant Librarian is out sick indefinitely and he isn't sure how long it will take to replace the Librarian.
Councilman Patino questioned the status of the Transition Team's report.
Mayor Moreau responded that he is waiting for the final report and that the Council would receive a complete report.
