A meeting of the Central Falls City Council was held on the above date in the City Hall Council Chambers at 5:37 p.m.

Quorum present.
Council President Weber presided and led the assembly in the Pledge of Allegiance.

Motion to accept collectively and place on file was made by Councilman Patino and seconded by Councilman Silva. All Agreed. So Voted.

Motion to table was made by Councilman Silva and seconded by Councilman Patino. All Agreed. So Voted.

Motion to table was made by Councilman Silva and seconded by Councilman Patino and Councilman Benson. All Agreed. So Voted.
1. Sun Williams
D/b/a Sundance Inc.
49 Sheridan St. 10am-9pm
Mr. Amathe Alzate was present to represent Sun Williams.
Council members questioned Mr. Alzate.
They asked him to explain the difference between a massage clinic and a massage parlor.
Mr. Alzate responded that the applicant is a licensed masseuse.
Councilman Benson asked questions about the applicant. Mr. Alzate responded.
Councilman Benson stated that he would like to meet and speak with the applicant before making a decision on this application.
Council President Weber stated that it is customary for the Council to speak with new applicants.
Council President Weber asked the clerk to ask the applicant to attend the next meeting.
Motion to table was made by Councilman Silva and Councilman Benson. Seconded by Councilman Patino. All Agreed. So voted.
Christopher L. Cruz
Juvenile Hearing Board
Motion to table was made by Councilman Patino and seconded by Councilman Benson.
The Clerk explained that this is an employee of the City that services the Juvenile Hearing Board.
She explained that generally the Council passes this type of license without the employee being at the meeting and that the license was necessary as part of the duties of this position.
Motion to table withdrawn.
Motion to approve was made by Councilman Patino and seconded by Councilman Benson.

Council President Weber recessed the meeting at 6:00 p.m.
Reconvened at 6:05 p.m.
LaCabana Nightclub

Hold festival at Higginson Ave. Complex July 17, 2004 Noon to 8pm
Mr. Baldera gave a brief overview of the events that will take place at the Festival.
He explained that Higginson Avenue will be closed to local traffic and only Emergency Vehicles will be parked on the street in front of the Complex.
Councilman Silva asked how the number of Police Officers is determined for the purpose of crowd control.
Mr. Baldera responded that there will be no alcohol allowed on the premises.
Captain Moran commented.
Councilman Benson asked if coolers would be checked at the entrance of the complex.
Mr. Baldera stated that there would be a cooler check if that is what the Council wishes.
Discussion continued on vendors, health certificates, DPW workers on standby, etc.
Motion to approve subject to Police Details as specified by CFPD; Code Enforcement Approval for facilities; no coolers; clean-up; DPW on standby and music to end at 7:00 pm was made by Councilman Benson and seconded by Councilman Patino.

Katherine Hayes, Rafael Brena & Devin Medero for property damage & or personal injuries sustained as result of accident on or about 6/4/04.
Motion to refer to Claims Committee was made by Councilman Patino and seconded by Councilman Benson. All Agreed. So Voted.
Council President Weber suggested that the ordinance read 8:30 p.m.
1. An Ordinance Indemnifying City Officials and Employees.
2. An Ordinance setting the hours of operation for peddlers.
3. An Ordinance entitled "Transfer of Funds" Fy 2003-2004
So Introduced
Motion to adjourn was made by Councilman Benson and seconded by Councilman Patino. All Agreed.
