Assistant Solicitor Gannon commented.
Mr. Velazquez commented as well as his employee Martin H. Rodriguez.
Council President Weber asked Mr. Velazques about being in the front of the business on the day in question.
Mr. Velazquez explained.
Council President Weber asked him why the windows are tinted.
Lt. Paul Nadeau was sworn in he stated that he has been an Officer with the CFPD for 17 years. He stated that he responded to the location. He commented on the activity in the establishment.
He related that Marcos Negron could not provide a RI Barber's License but that he did have one issued by Puerto Rico. Mr. Manuel De La Salas stated that he was hired by the owner to sweep-up.
Councilman Leger questioned if there were any reports of loitering outside the premises.
Officer Nadeau responded that from January 1 2002 to present there have bee 145 calls to this location. Most from neighbors complaining about parking in driveways.
Councilman Leger, Councilman Patino and Council President Weber questioned Mr. Velazques intensively.
Motion to suspend the license for 14 days with a $300.00 fine.
Councilman Patino stated he would prefer closure to send a clear message to others.
Councilman Weber withdrew his motion.
Motion was made by Councilman Weber and seconded by Councilman Patino to suspend the license 14 days commencing July 5, and ending July 18, 2004.

14. Report/Update
Brook Street/Bug Club
Assistant Solicitor Gannon updated the Council on the issues that surround the Bug Club development.
He explained the abandonment of a street by the Council several years ago. He also stated that the Planning Board approves sub-lots. He stated that in January 2004 the Fire Chief noted that the turn around was not adequate for Emergency vehicles. He related that the Code Enforcement Officer issued a cease and desist notice. He spoke on the issue of public notice and the process that followed.
Councilman Benson questioned the Solicitor on the original map and the street abandonment.
Councilman Leger asked about Attorney Briden representing Mr. Sanchez and whether this may cause any conflict.
Solicitor Gannon commented that he would look into the matter.
Council President Weber stated that the Council will leave the matter to the Administration since the Council will only meet again in late August.

15. Public Comments
Rick Aubin commented on the Cub Scouts and he also commented on the City's Web site.
Mr. Paul Nicol owner of property at 51 Knight St. plat 6-463 commented on Non-Utilization Tax showed documents 2001 forward Section 8 Tenants.

1. Resolution extending the Condolences of the Central Falls City Council to the Family of the Late Councilman Waldemore Jamro.
Motion to approve was made by Councilman Patino and seconded by Councilman Benson. All Agreed.

2. Resolution Designating Certain Capital Projects in the "Recreation Repairs" Fund.
Motion to approve was made by Councilman Leger and seconded by Councilman Silva. All Agreed.

3. Resolution approving the transfer of city owned land.

5. Resolution Extending Condolences for the late President Ronald Reagan
Motion to approve was made by Councilman Leger and seconded by Councilman Silva and Councilman Patino. All Agreed. So Voted.
