The Council held a workshop on the above date in the City Hall Council Chambers at 5:15 p.m.
Chairman Leger noted for the record that all members of the Council were present.
Chairman Leger opened the workshop for general budget questions.
Councilman Weber commented stated that he was presented a letter regarding dispatchers. He commented of the Fire and Police Unions with regards to this issue and that the Council would not entertain any areas regarding the dispatchers without a solid agreement from these unions.
He commented on the pays relative to the police dispatchers.
Councilman Weber also commented on a memo from the Department of Planning regarding the Housing Assistance buying program. The memo also noted the over $6 million in grants to the City for various projects.
The Workshop recessed at 5:30 p.m.
Council President Weber convened the Council meeting at 5:30 p.m.

Council President Weber presided and led the assembly in the Pledge of Allegiance.

5. Petition to waive fees
Central Falls School District to waive all fees paid to the City for electrical permits, mechanical permits, CO, building etc. for the Central Falls High School Cafeteria Project.
Motion to approve was made by Councilman Leger and seconded by Councilman Silva and Councilman Benson. All Agreed. So voted.

Public Hearing /First Passage
1. The Annual Operating Budget Ordinance 2004/2005
2. An Ordinance Establishing the Maximum Number of Employees in City Departments 2004/2005
3. An Ordinance pertaining to the Salaries of Police Officers and Firefighters.
4. An Ordinance Amending Wage Schedule Generally
5. An Ordinance pertaining to salaries of Department Heads & others in unclassified service.
6. The Annual Capital Budget Ordinance
7. The Capital Program Ordinance
Council President Weber opened the meeting to a public hearing.
No comments. Public Hearing Closed.
Councilman Leger commented on the budget and commented on the measures taken regarding rising costs. He commented on the Homestead exemption and other state issues relative to the budget.
He stated that the Council will meeting on June 14th to finalize the budget.
Councilman Patino commented on the Homestead exemption and suggested that some type of exemption could be given to property owners who discount their rent to make a fair market for renters and to create affordable housing. The Council asked that Mr. Wilkie provide a list of persons who are using the homestead exemption.
Motion to approve collectively was made by Councilman Leger and seconded by Councilman Silva.

8. Unfinished Business
Councilman Benson commented on the Dog Ordinance.
9. New Business
Councilman Leger commented on Parking around City Hall and related that the Municipal Parking Lot on the corner of Broad and Pacific would be limited to permit parking during City Hall Hours. He also stated that there would be 10 minute parking on Summit Street near City Hall for persons having a short visit to City Hall.
Councilman Benson commented on Barber Avenue and related that Todd Olbrych, Code Enforcement Director has issued a stop work order for that project. Discussion centered on the Oakland Street abandonment etc.
Councilman Patino asked if the neighbors had been notified.
The Solicitor responded that it was not required by law.
Council President Weber commented on the neighbors and asked about notification.
Councilman Leger commented on the High Street re-paving project.

Motion to adjourn was made by Councilman Leger and seconded by Councilman Benson.
