A Special Meeting of the Central Falls City Council was held on the above date in the City Hall Council Chambers at 4:35p.m.

Quorum Present.
Mayor Charles Moreau was present and John Gannon of the Law Department.
The Department heads present was Wendell Wilkie, Todd Olbrych of the Code Enforcement Department was also present.
Council President Robert F. Weber, Jr. presided and led the assembly in the Pledge of Allegiance.

Mr. Wendell Wilkie of the Tax Assessor’s office was present and available for any questions the Council may have.
Discussion took place on this item.
Mr. Eric Berger was present, regarding this abatement concerning his property.
Motion to approve was made by Councilman Benson and seconded by Councilman Silva. All Agreed. So voted.

Accepted and placed on file.

Motion to approve made by Councilman Benson, seconded by Councilman Silva. All Agreed. So voted.
There were no public comments.
Resolution extending the Condolences of the City Council to the family of the late Doris Ferri.
This resolution was read aloud by Council President Weber.
Council President Weber instructed the Clerk to read each Title aloud and it was done.
1. An Ordinance Amending Article II "Collection of Rubbish"
2. An Ordinance Amending Section 32-94 "Mandatory recycling requirements"
3. An Ordinance establishing regulations for the employment of the Chief of Police.
Discussion took place between the Council and the Law Department on what this would change in the present contract. John Gannon from the Law Department wanted to clarify certain items dating back to when the Chief’s position was in the union.
Motion to approve collectively made by Councilman Benson seconded by Councilman Silva. All agreed. So voted.
Council President Weber requested the Clerk to read each Ordinance in its entirety, and she did.
1. An Ordinance amending Section 32-67 entitled "Commercial Collection Duty of Owner."
Motion to approve was made by Councilman Benson, seconded by Councilman Silva. All Agreed. So voted.
2. An Ordinance Amending 22-34 entitled "Removal of Chief from collection bargaining unit.
Motion to approve was made by Councilman Silva, seconded by Councilman Benson. All Agreed. So voted.
3. An Ordinance Amending Chapter 38 entitled "Traffic & Vehicles."
Motion to approve was made by Councilman Silva, seconded by Councilman Benson. All Agreed. So voted.
Council President Weber, Jr. requested from the Mayor Moreau, to submit a report on the status of the Community Center, for the next meeting of August 23, and the Mayor agreed. He also requested the Mayor to come to the next meeting the Mayor agreed.
