Finance Committee Workshop

A meeting of the Finance Committee was held on the above date in the City Hall Council Chambers at 4:30 p.m.
The meeting was chaired by the City Council President Robert Weber also present was Councilman Patino.
1. Discussion 2003/2004 Budget
Council President Weber asked Mr. Garcia, Director of Channel One to give a brief overview of the department. Mr. Garcia stated that his $750,000 in funding is not in the budget, but that his department is run by several grants. He stated that the City does provide funding for his salary and benefits.
He stated that his department serves many children as well as institutes workshops for many different Community issues. He stated that often the need of the Community cannot be met by the amount of money available. He related that his works closely with the School Department and other State and Federal Agencies to provide the best possible environment for many families of the City.
Discussion centered around salaries, summer help, and other personnel issues.
Merrick Cook, Director of Planning commented on Department Head salaries most especially the Department of Planning and asked the Council to review the report of activities that his department has been involved in since 1996. He stated that throughout the State of Rhode Island the average salary for a Planning Director is much higher than the salary presently paid in Central Falls.
He stated that the Salary for the Planning Department comes from Federal Funds and that an adjustment in the salary for the Planning Department does not present a burden to the City.
Councilman Patino commented on Non Utilization tax and the tax rate set by ordinance.
