A special meeting of the City Council was held on the above date in the City Hall Council Chambers at 4:07 p.m.

Motion to accept collectively and place on file was made by Councilman Noury and seconded by Councilman Patino. All Agreed. So Voted.

Council President Weber opened the meeting to a public hearing. No comments. Public hearing closed.
Motion to approve first passage was made by Councilman Patino and seconded by Councilman Noury.

8. An Ordinance transferring certain funds in the FY 2002-03 Budget-Generally.
Motion to approve for discussion was made by Councilman Patino. Council President Weber seconded the motion for the purpose of discussion.
Council President Weber stated that his issue is with the transfer of $50,000 from the Legal Department to Legal Contingencies. He stated that there is a continued use of services to Blais Cunningham. He stated that he doesn’t like it and that it is in violation of the City Charter. He added that if the Mayor does not appoint a City Solicitor by July 1, 2003 he would ask the Council to seek other remedies.
Councilman Noury stated that the Legal Department is in violation of the City Charter and that the
City continues to pay outside legal fees. He stated that Mr. Briden has resigned and that the City needs to replace him
Council President Weber stated that in his opinion Mr. Briden is a good attorney but that the Administration has to respect the decision that Mr. Briden made and now do the right thing and appoint a new solicitor.

10. New Business
Councilman Noury stated that he would like to officially welcome Council President Weber back from active duty in Iraq and that it was good to have him back unharmed.
Council President Weber stated that its good to be back and he said that Councilman Issa will be away for quite some time and that he is in real danger each and every day and that the City will continue to pray and wait for his safe return.
