A Special meeting of the Central Falls City Council was held on the above date at 4:15 p.m.

 

1. Roll Call

 

Councilman Noury

Councilman Patino

Councilman Leger

 

Quorum present.

 

2. Pledge of Allegiance

 

Councilman Leger presided and led the Assembly in the Pledge of Allegiance.

 

3. Executive Session

 

Pursuant to RIGL 42-46-6 (5) Discussion related to legal negotiations relative to the Central Falls Landing Project.

 

Motion to recess to Executive Session was made by Councilman Patino and seconded by Councilman Noury.

Councilman Leger         yes

 

Meeting recessed at 4:16 p.m.

 

Meeting reconvened at 4:25 p.m.

 

Motion to seal the minutes of the Executive Session was made by Councilman Noury and seconded by Councilman Patino. All Agreed. So Voted.

 

4. Public Comments

 

Council President Pro-Tempore Leger opened the meeting for Public Comments.

 

Mr. Ed. Collins of 139 Jenks Ave. stated that he is totally confused with the appraisal and questioned whether the City is getting the best price for the property. He asked who is representing the Constituents. He commented on property value and stated that he is totally disheartened with the process but wished good luck with it.

 

5. Central Falls Landing

 

Ratify Final Purchase and Sales Agreement-Central Falls Landing Project-1420 Broad St.

 

Councilman Noury stated that he did not necessarily agree with the appraisal and the concept of historic properties but he stated that he feels the City Council has to make sure that the public was well represented in negotiations with the purchase and sales agreement and made sure that there is public access to the river and docks. He stated that in this type of redevelopment a City of Town may often sell the land for $1 which was the case in Pawtucket. He stated that this is a 6-8 million dollar investment and the developer still has many hoops to jump through before the project actually gets underway. He stated that the Council has done what he feels is the best possible negotiations for the good of the residents of the City.

 

Councilman Leger stated that regardless of the actual outcome if the project falls through the property reverts back to the City.

 

Motion to approve the final purchase & sales agreement was made by Councilman Noury and seconded by Councilman Patino.  All Agreed. So Voted.
