Meeting was called to order by acting Council President Jason Leger at 6:45 pm.

Members present: Jason Leger was acting Council President, also present was Councilman Ricardo Patino, and Councilman Gene Noury.

a) Menise Tailoring 1271 Broad St.-damage to door on or about 10/17/02-while Police Department was responding to a fight outside the area of Bucky’s Furniture. $170.14.
b) Kevin McCann-Old Mishnock Highway #11, Coventry-for damage to vehicle parked unattended –struck by Fire Truck.
Motion made by Councilman Noury to refer this to the Claims Committee, seconded by Councilman Patino. All agreed. So voted. Motion carries.

1. Resolution supporting a revaluation of taxable real estate & exempt property in the City of Central Falls. (Wendell Wilkie, Tax Assessor)
Motion to table made by Councilman Noury and seconded by Councilman Patino. All agreed. So voted. Motion carries.
2. Amended Resolution withdrawing the City Council’s role and participation in litigation against the Central Falls Detention Facility Corporation. (Councilman Gene Noury)
Motion made by Councilman Noury to table until it can be discussed with the Legal Department. seconded by Councilman Patino. All agreed. So voted. Motion carries.
3. Resolution Ratifying the Sale and the terms and conditions of the purchase and sales agreement of City owned land.
Discussion took place between City Council and the Mayor.
Councilman Jason Leger made a motion to amend the resolution to read * Final approval to be brought before the City Council at a special meeting.
All agreed. So voted. Motion carries.
4. Resolution extending the Condolences of the Central Falls City Council to the Family of the late John B. Morin. (Council President Pro-Tempore Jason Leger)
5. Resolution extending the Condolences of the Central Falls City Council to the Family of the late George Azar. (Council President Pro-Tempore Jason Leger)
6. Resolution extending the Condolences of the Central Falls City Council to the Family of the late Mary Aissis. (Council President Pro-Tempore Jason Leger)
Motion to approve Condolence resolutions 4,5, & 6 collectively made by Councilman Noury seconded by Councilman Patino, all agreed, so voted. Motion carries.
7. Resolution Supporting the engagement of an outside collection agent in the City of Central Falls.
Motion to approve made by Councilman Noury, seconded by Councilman Patino, all agreed.
So voted. Motion passes.
14. Ordinances
Public Hearing/Final Passage
1. An Ordinance Amending Section 4-4 of the Revised Ordinances entitled Maximum Number of licenses fixed.
Discussion took place possible changes.
Councilman Jason Leger made a motion to amend the Ordinance to say * These licenses shall be site specific and project specific to 1420 Broad St. and the proposed landing project. Closure of business will eliminate the license.
Seconded by Councilman Patino. All voted. All agreed. Motion passes.
Louis Paquette of 56 Sumner Ave spoke of the impact of creating this license and also warned of possible side effects of it.
Mayor Matthews stated that were two separate liquor businesses and that the brewers license would not be sought at this time.
Mayor Matthews stated that there were two new liquor license applications on file in the Clerk’s office.
Councilman Noury spoke of Providence’s Economic Development License.
Mr. Noury spoke of new liquor law changes that said for certain liquor licenses they must have a place to hang it within 30 days.
2. An Ordinance creating Class B-M (Brewpub Manufacturer) Retail License.
Motion to deny made by Councilman Patino, seconded by Councilman Noury. All agreed. So Voted. Motion to deny carried.
15. Unfinished Business
Councilman Noury spoke of issues relative to Housing Authority.
Councilman Noury called for the resignation of James Briden from that Board.
Discussion took place on three payment plans set up for back taxes on Business Establishments:
Kentucky Fried Chicken, Central Fruit, Waterfalls.
Councilman Leger has been informed that the initial payment has been made, but none after. He stated that the Legal Department should send a notice to each telling them of the possible revocation of their license, if their payments are not up to date.
Councilman Leger also asked the Fire Chief to update him at the May 19th meeting of the Notice of Fire Violations and if any action by the Council or the Liquor Board needs to be taken.
16. New Business
Councilman Patino asked the residents of Clay St. to join him in cleaning the neighborhood in conjunction with City of Pawtucket.
Motion to adjourn made by Councilman Noury seconded by Councilman Patino, all agreed, adjourned 8:35pm.
