A meeting of the Central Falls City Council was held on the above date in the City Hall Council Chambers at 6:03 p.m.

Council President Robert F. Weber, Jr. presided and led the assembly in the Pledge of Allegiance.
Chief Alan DeNaro-Presentation of Departmental Citation to Officer Nichole LeBoeuf and Officer Craig Viens for the professional manner in which these officers handled a dangerous situation at a
Call at 86 Summer Street.
Chief DeNaro read and presented the two officers the Departmental Citation.
Council President Weber thanked all the Officers and the Chief for their hard work and dedication.
Mr. Joseph T. Corrente, Chairman of World War II Memorial Commission of Rhode Island.
Mr. Corrente presented the plans for the World War II Memorial to be constructed in Memorial Park in Providence. He stated that the purpose of his visit is to ask for the support of all Rhode Island Communities with a donation to help with the Memorial’s construction. He said that the theme of the Memorial is to “Remember, To Honor and to Enlighten”. He spoke of the “Greatest Generation” who served in WWII and commented that there were 96,000 Rhode Islanders who served over 3300 of them were from Central Falls. He said the memorial would have the seal of each community placed on the wall with the number of Rhode Islanders who served in the war. He also stated that the individual names of those who gave their lives would be engraved in the Memorial. In closing he quoted President Calvin Coolidge who said “The Nation which forgets its defenders will itself be forgotten.” He asked for any support the Council and Administration could give toward this effort.
Council President Weber stated that the City Council would certainly do its part even if it’s included in the next fiscal budget and that it was a good time for Mr. Corrente to approach the Council with this request.

Motion was made by Councilman Leger and seconded by Councilman Noury to refer this to the Legal Department for recommendation as soon as possible. All Agreed. So Voted.

Motion to accept collectively and place on file was made by Councilman Leger and seconded by Councilman Issa. All Agreed. So Voted.

Motion was made by Councilman Leger and seconded by Councilman Noury to place on file.
Council President Weber charged the Ordinance Committee Chairman Ricardo Patino with the
Duty to set up a committee consisting of the Police Department, Municipal Court, Legal Department and any other source that would be useful in studying the present Ordinance.

2. Town of Bristol, Resolution regarding Local Cable Television Advisory Committees.
3. Town of Coventry, Resolution Supporting & Urging Necessary Funding for the Saratoga Museum at Quonset Point.

Councilman Leger thanked those Department Heads who are sending in reports for the time they take in doing the reports.
Council President Weber asked the Clerk to send a note of thanks from the Council for these reports and how helpful they are when they will look at the budget requests and make decisions on departmental issues.
Councilman Patino commented on the Channel One report and commented on the KICK program. He urged all the City’s residents to take some time and join in on the CityWide clean up.
Councilman Leger stated that he has been around his Ward door to door with fliers explaining what the City-Wide clean-up is and informed residents of his ward that anyone interested in helping from Ward two will meet at the Margaret I Robertson School. All Agreed. So Voted.

Councilman Noury asked if the Assessor was expected to attend this meeting. He stated that he has some concerns with an item on page 1 that has no name or account and the motor vehicles listed in the middle of page 4.
Councilman Leger asked to table this until the June meeting.

Regarding City Finances.
Mayor Matthews stated to the City Council that a draft of the budget for fiscal year 2002/2003 is near completion. He stated that with regard to the current budget, he stated that revenues are down and that all spending is down and capital spending has been frozen. He stated that only small operational expenses are currently allowed. He stated that he would like to meet with the City Council at their earliest convenience to discuss the new budget, which he expects to have to the Council by the end of the day on Wednesday. The Mayor stated that he is prepared to meet with the Budget committee this week days or evenings to move this along.
Councilman Leger, Chair of the Finance Committee stated that he will prepare a list of 8 or 9 meeting for this purpose for the Committee and then for the full Council.

Pursuant to 42-46-5 (a)-1 Personnel related issues.
The Assistant Solicitor Matthew Oliverio advised that the agenda does not give adequate detail as to the discussion and he advised that the Council post a new agenda detailing the Executive Session.
Council President Weber stated that the Council would hold an Executive Session on Wednesday, May 12, 2002 at 8:00 p.m.
Councilman Noury asked Assistant Solicitor Oliverio for his opinion regarding how much time the Mayor has to appoint a Solicitor.
Mr. Oliverio responded that in his research there seems to have been some Charter amendments that took place back in 1956/57, which related to sections 3-201; 3-401 and, 3-501 of the Charter related to Department Heads, appointments and appointments when vacancies occur. He explained that in his research he found that some of the Charter revisions were printed and others were not. He asked the Council to allow him more time to do the research from 1957 through now to find an answer as to why all the amendments to the Charter were not printed in the Code from 1972 to the present code. He stated that 3-501 relates to the filling of a vacancy and that it provides filling a vacancy within 3 months.
Councilman Noury commented.
The Council agreed to allow the Solicitor to further research the issue.
Council President Weber asked the Ordinance Committee to research the Municipal Court Ordinance.
