Special City Council Meeting

A Special meeting of the Central Falls City Council was held on the above date in the Central Falls High School Auditorium at 12:15 p.m.

Quorum present.
Elizabeth A. Crowley, CMC City Clerk presided and opened the floor for nominations for City Council President.
Councilman Ricardo Patino nominated Councilman Jason Leger.
Councilman Jonathan Issa nominated Councilman Robert Weber.
Councilman Gene Noury nominated Councilman Gene Noury.
Roll Call Vote:
Councilman Noury voted Councilman Noury.
Councilman Leger voted Councilman Leger.
Councilman Patino voted Councilman Leger.
Councilman Weber voted Councilman Weber.
Councilman Issa voted Councilman Weber.
The Chair announced the votes and re-opened the nominations.
Councilman Issa nominated Councilman Weber.
Councilman Patino nominated Councilman Leger.
Councilman Noury nominated Councilman Noury.
Councilman Noury asked that the Council moved to nominations for President Pro-Tempore.
The Chair stated that this is allowed under Roberts Rules if the body wished to do so and asked for a motion.
Motion was made by Councilman Weber and seconded by Councilman Patino not to nominate for President Pro Tempore until the President was elected. All Agreed. So Voted.
The Chair declared a tie for the position of City Council President and recessed the Meeting until Monday, January 14, 2002 at 6:45 p.m. in the City Council Chambers at which time the election of the City Council President and President Pro Tempore would continue. Meeting recessed at 12:30 p.m.

City Hall Council Chambers
The City Clerk, Elizabeth A. Crowley, reconvened the meeting at 6:56 p.m. and noted for the record that all members were present. She stated that nominations for City Council President are on the floor.
Councilman Leger stated that after speaking with Councilman Patino they believed that they could stick to their position until someone else moves but instead decided to change their position in the best interest of the City. He thanked Councilman Patino for his support. He stated that they believed that their position at the time was in the best interest of the City but that he has too much respect for the position and the residents to drag this out any further and therefore refused the nomination for President.
City Clerk Crowley repeated that Councilman Leger is withdrawing his nomination for President.
Councilman Noury stated that it is obvious that a majority has been achieved. He stated that is has been somewhat misstated in the press and that he was called just after the first meeting and was notified of a change that was to occur from the original agreement. He stated that no matter what that original agreement was or the reasons for it, it was a change and he said that he informed that individual that he would then reconsider his position. He stated that he realized that there would be four other individuals that wanted another individual to serve as President. But he thought that it was incumbent on them to tell him who that individual was and for him not to be the deciding vote on who was to take his place. He stated that since an agreement has been reached he would also withdraw his nomination. He stated that the only other clarification he would like to make that was somewhat different from the paper is that everyone knew on Sunday morning before the inauguration of his change in his position. He stated that he thinks its time to move forward and to congratulate the new president as soon as the vote is cast.
City Clerk Crowley stated that there is one remaining nomination for president and that is Councilman Weber.
Councilman Noury asked that the Clerk cast on vote for Councilman Weber.
City Clerk Elizabeth Crowley closed the nominations, cast on vote for Councilman Weber and turned the Chair to the newly elected City Council President Weber.
City Council President Weber thanked the councilmen and promised not to let them down. He said that he believed this would be a very important year for the City Council and that they would move forward full steam. He then opened the floor for nominations for Council President Pro Tempore.
Councilman Patino moved the nomination for Councilman Leger.
Council President Weber asked for other nominations three times and then hearing none asked the Clerk to cast one vote for Councilman Leger for Council President Pro Tempore.
City Clerk Crowley stated that nominations have been closed and she cast one vote for Councilman Leger for Council President Pro Tempore.
Motion to adjourn was made by Councilman Noury and seconded by Councilman Leger. All Agreed. So Voted. Time 7:00 p.m.
