City Council Finance Committee Meeting
Monday, April 8, 2002
City Hall Council Chambers at 5:45 p.m.
A meeting of the Central Falls City Council Finance Committee was held on the above date in the City Hall Council Chambers at 5:45 p.m.
1. Roll Call
All members of the City Council were present and Councilman Leger chaired the meeting. He welcomed Mr. Bolton to the meeting.
2. Discussion on February 2002 Monthly report and year to date.
Chairman Leger questioned the Finance Director on the status of the water rebate.
Mr. Bolton responded that the City received a check on in the amount of $544,000 on March 22, 2002.
Councilman Leger asked when the Housing Authority and the Detention Center revenues could be expected.
Mr. Bolton stated the last quarter.
Councilman Noury questioned the payment of retro pays for the three union and what amount of the surplus was used for that purpose.
Mr. Bolton responded that 851,000 represented prior years and the remaining amount was from the budget totaling $963,870.
Discussion took place on investment interest.
Council members questioned the office status.
Mr. Bolton responded that the office books are closed to February, the payables are current and the receivables are current. He stated that the bank reconciliation is the next item to be addressed. He stated that he expected to close March shortly and that there are special revenue accounts that need final balances.
Councilman Noury questioned the capital projects and asked if the Council could call back those accounts. He asked if the account in the law department could distinguish outside legal fees from what is paid to inside legal council.
Mr. Bolton stated that this would be a chart of accounts issue and that if you rename an account then this distorts the historical analysis of the account.
Mr. Bolton was asked how many vacant positions are in the Finance Office. He stated that there are two temps paid to an outside company on a per hour basis and that they are not employees of the City. He explained that there is a finder’s fee if the City were to employee the individuals.
Councilman Leger asked if they are under contract. Mr. Bolton responded no.
Councilman Leger asked what is represented in other professional services in the Finance Office.
Mr. Bolton responded that this is what the City pays ADP for payroll and for a actuarial study for the police and fire pensions.
Councilman Weber questioned the overtime in the Police and Fire Departments. He stated that they seem very high. He stated that there is a need to have more men. Fire Department 600,000 and Police department $350,000.
Mr. Bolton responded.
Other issues discussed were privatizing, salary of the community development director, contingencies, and employee benefits.
3. Discussion on 2001 Audit
Mr. Bolton reported that Mr. William Baxter related to him that all the field work has been completed and that they are drafting a final statement.
4. Discussion on Fiscal Budget 2002/2003
Mr. Bolton stated that most budget requests have been made and submitted to him from the Department Heads and that he would be meeting with the 3 major departments. He stated that he is expecting the requests to reflect a level budget. He spoke of computer equipment and server. He stated that the new equipment just for the finance office would be approximately $30,000. He also commented on long term debt.
