Council President Noury presided and led the assembly in the Pledge of Allegiance.

b) Keough & Sweeney, Ltd. Re: Proposed Rate Increase/Pawtucket Water Supply Board.
c) Elizabeth A. Crowley, City Clerk to Muriel A. Lanfredi, Esq. re: Hector Solis d/b/a Mufflers’ Unlimited.
d) Adelphia Business Solutions re: Request to place communications cable in Central Falls. (Referred to Public Works).

Motion to accept collectively and place on file was made by Councilman Robichaud and seconded by Councilman Leger. All Agreed. So Voted.
Referring to the following items as requested by Councilman Lazieh in correspondence (h).
1. Report from Peter L. Chatellier, CPA from Cayer, Prescott, Clune & Chatellier, LLP. 1999-2000 Audit.
2. Receipt of the City’s Fiscal Year 2000-2001 June 30th year-end closeout report.
3. Report from the Mayor and Finance Office of all City Council approved and authorized budget line items that were not complied with by the Mayor for the fiscal year budget 2000/2001.
4. Receipt from the Tax Assessor a full report on the Mayor’s statistical revaluation project with full documentation and a detailed statistical comparison of all tax rates.
5. Official opinion from the office of the City Solicitor on the various requests for legal opinions and other legal requests made by Councilman Lazieh through requests made to the Office of the Mayor, Solicitor, Finance Director and other administrative staff.
6. Receipt from the Mayor of a list of all expenditures made that were not budgeted in the annual operating budget ordinance for fiscal year 2000/2001.
7. Receipt from the Mayor a report on the City’s current operating cash surplus as of June 30th 2001.
8. Receipt of an amended proposed annual operating budget and related ordinances for FY 2001-2002.
9. Discuss the Council’s previously approved resolution requesting the Rhode Island Auditor General conduct and audit of the City Finances and Budget.
10. Receive for consideration any and all City Council Ordinances vetoed by the Mayor.
11. Contract review and status report on the Police Chief and Personnel Specialists.
12. Report from Mayor Matthews on the Contract for the Privatization of Rubbish and recycling in the City and an analysis of its cost savings.
13. Report from the Union representing the City’s Public Works Department employees and the Union initiated private report and cost analysis on Mayor Matthews’ privatization of rubbish and recycling contract.
14. RI Leagues of Cities and Towns-Address by Executive Director.

b) Resolution in condolence to the Family of the Late George R. Faris.
c) Resolution congratulating Rt. Rev. Archimandrite Joseph S. Haggar on his 35th Anniversary of Service to St. Basil the Great Church and the Melkite-Greek Catholic Church.
d) Resolution congratulating the Lincoln Little League and Coach Louis Abraham on competing in the Little League National Finals.
e) Resolution congratulating Georgiana Sadi on her 80th Birthday.
f) Resolution Congratulating Jason R. Pise for first place in the VICA Computer Competition at William M. Davies Jr. Career Technical High School.
Motion to approve collectively was made by Councilman Lazieh and seconded by Councilman Leger. All Agreed. So Voted.
Resolutions considering the following Labor & Employment Contracts:
a) Central Falls Firefighters
b) Central Falls Police Officers
c) Fire Chief Rene R. Coutu
Councilman Lazieh stated that he placed these items on the agenda for discussion.
Council members discussed the issues related to the Resolutions.
Motion to table was made by Councilman Leger and seconded by Councilman Robichaud.

a) An Ordinance Amending Chapter 2, Article V, Division by establishing Section 2-146 “ Failure to pass annual operating budget ordinance by June
30th. So Introduced.
b) An Ordinance amending Chapter 2, Article III, Division 1 by establishing 2-53 “Hiring of Laid Off Personnel” So Introduced.
c) An Ordinance Amending Chapter 2, Article III, Division 3 by establishing Section 2-85 “Duties”. So Introduced.
