A special meeting of the City Council was held on the above date in the City Hall Council Chambers at 7:25 pm

b) Councilman Lazieh to Mayor Matthews re: City Functions & Ceremonies.
c) Councilman Lazieh to Mayor Matthews & City Clerk re: Surplus Sale.
d) Councilman Lazieh to James Briden, City Solicitor re: Prior requests for information/documents.
e) James Briden, City Solicitor to R. Kelly Sheridan re: Investigative Committee & Assistant City Solicitor position.
f) Elizabeth A. Crowley, City Clerk/Purchasing Agent to Councilman Lazieh re: Surplus Sale.
Motion to accept collectively and place on file was made by Councilman Leger and seconded by Councilman Robichaud. All Agreed. So voted.

Was not acted on because a public hearing notice was not listed as an agenda item. A future hearing date will be re-posted.
A motion by Councilman Leger, seconded by Councilman Robichaud, to table this matter to Wednesday March 21, 2001. All agreed. So voted.
A.) Resolution Extending the Condolences of the City Council to the family of the late Beatrice A. Kurowski. (Introduced by Councilman Lazieh) amended at meeting to read introduced by Councilman Lazieh and Councilwoman Canavan.
B.) Resolution extending the congratulations of the City Council to Central Falls Firefighters on their promotions-Introduced by
Councilman Jason Leger.

A motion to approve the resolutions collectively was made by Councilman Leger, seconded by Councilman Lazieh. All agreed. So voted.
RECESSED FOR 5 MINUTES. 7:35 PM
7:40 CITY COUNCIL RE-CONVENED.
An Ordinance Amending Section 2-141 of the Revised Ordinances entitled "Disposition of Surplus Or Obsolete Stocks."
Discussion took place regarding the duties of the Purchasing Agent.
Councilwoman Canavan stated that she thought that the thought process that had initiated this resolution was the sale of the Highway vehicles. She also stated, that the rubbish trucks that the City advertised as Surplus property will be opened March 19, 2001, and this Ordinance will not be valid till after that date.
Motion made by Councilwoman Canavan and seconded by Councilman Robichaud to deny.
Councilman Lazieh addressed the Council in regards to approve the second passage of his Ordinance.
Councilman Lazieh stated that we should not sell off our equipment, he feels that the passage of this ordinance would be in the best interest of the City, that we do not sell off all this equipment , we are in the middle of a two year contract with NEED where next year the City could be back picking up garbage. He also stated that the truck that was previously sold originally was purchased for $115,000.00 was sold for a minimum bid of $75,000.00. It is not appropriate to allow the sale of more City property and Councilman Lazieh also asked for support to approve this Ordinance. This Ordinance would protect the public interest.
Councilman Leger stated that he agreed somewhat with Councilman Lazieh in that he tends to disagree with some of the equipment that was previously sold. He also stated that he was still not sure it should be the Council's decision if an item should be sold.
Councilwoman Canavan stated that one truck has already been sold, the other items that went out to bid will be opened March 19, 2001 this Ordinance will not be in place on time, but this should have been done last November.
Discussion took place on what would be the Council input into sales of City Property.
Mr. Lazieh stated with pending litigation in arbitration it would be foolish to sell the truck, until the decision is rendered. He does not feel the sale is in the best interest of the city.
Yes would be to deny the passage of this Ordinance.
No would be approval.

Denied 4-1 Ordinance does not pass.
Councilman Lazieh questioned on how funds were received from the Finance Office on the rubbish truck.
Councilman Leger stated as Finance Chairman he would check into it and get the answer for the next meeting.
Mr. Anthony Tager of the Recreation Department would be invited to the next City Council Meeting to announce the upcoming programs, and to answer any questions for upcoming events.
Motion made by Councilman Leger to adjourn this meeting, seconded by Councilman Robichaud . All agreed. So voted.
