A special meeting of the Central Falls City Council was held on the above date in the City Hall Council Chambers at 4:00 p.m.

1. Roll Call

Councilman Lazieh

Councilwoman Canavan

Councilman Leger

Councilman Noury.

Quorum present.

2. Pledge of Allegiance

Council President Noury presided and led the assembly in the Pledge of Allegiance.

3. Public Comments

None.

4. Mayor's Veto

A) An Ordinance Amending Article II, Division 2, City Solicitor, As Amended.

Motion to override the Mayor's veto was made by Councilwoman Canavan and Seconded by Councilman Lazieh.

Motion carried 4 yes 0 no 1 absent.

B) An Ordinance Requiring City Council Approval on Appropriation of Surplus Funds as Revenue in an Operating Budget.

Motion to override the Mayor's veto was made by Councilwoman Canavan and Seconded by Councilman Lazieh.

Motion carried 4 yes 0 no 1 absent.

C) An Ordinance Amending Article V, Division 1 by establishing 2-146 the restricted operating surplus cash reserve fund.

Motion to override the Mayor veto was made by Councilman Lazieh and seconded Councilwoman Canavan.

Motion carried 4 yes 0 no 1 absent.

D) An Ordinance Amending the Annual operating Budget Fiscal Year July 1, 2000 ending June 30, 2001.

Motion to override the Mayor's Veto was made by Councilwoman Canavan and seconded by Councilman Leger.

Motion carried 4 yes 0 no 1 absent.

5. Resolutions

A) Resolution establishing the Tax Levy & Tax Rates FY 2001/2002.

Council President Noury turned the Chair to President Pro Tempore Canavan.

Motion was made by Councilman Noury to set the tax rate for Fy 01-02 as follows:

Class I (Residential re) @ $20.90

Class II (Motor vehicle & tangibles) @ $48.65 and

Class III (Commercial & Industrial) @ $31.46.

Motion seconded by Councilman Leger. Councilman Noury stated that this reduces the total levy by $555,000.

Motion carried 4 yes 0 no 1 absent.

Council President Pro Tempore Canavan returned the Chair to City Council President Noury.

B) Resolution extending the payment of Taxes without penalty.

Motion to approve was made by Councilman Leger and seconded by Councilman Lazieh.

Motion carried 4 yes 0 no 1 absent.

6. Ordinances

A) Introduction

1. An Ordinance Establishing the Tax Levy & Tax Rates FY2001/2002.

So Introduced.

B) First Passage

1. An Ordinance Amending Section 1 of the Homestead Exemption.

Motion to approve was made by Councilwoman Canavan and seconded by Councilman Leger. Motion carried 4 yes 0 no 1 absent.

7. Adjourn

Motion to adjourn was made by Councilwoman Canavan and seconded by Councilman Leger. All Agreed. So Voted. Time 4:32 p.m.
