At 5:00 P.M.

A meeting of the City Council was held on the above date in the City Hall Council Chambers at 5:08 pm.

1. Roll Call

Councilman Leger

Councilman Canavan

Councilman Noury

Quorum present.

2. Pledge of Allegiance

Councilman Noury chaired the meeting and led the assembly in the Pledge of Allegiance.

3. Correspondences

A) Councilman Lazieh re: request to Mayor Matthews request an audit and full report on the expenditure of 1996 School bond Referendum of 12.9 million dollars.

B) Councilman Lazieh re: Request Dr. Chevrette to attend an informational Council meeting to update the City Council on the Central Falls School District.

C) Central Falls School District Report 1991-2000

D) Councilman Lazieh re: request to Mayor Matthews & Solicitors Briden & Oliverio for information.

E) Councilman Lazieh re: request to Mayor Matthews regarding WDC.

F) Councilman Lazieh re: Request to Solicitors Briden & Oliverio for information.

G) Councilman Lazieh re: Request to Finance Director for information relative to WDC.

H) Councilman Lazieh re: Request to Solicitors Briden & Oliverio for information.

I) Bradford Southworth letter to David Brousseau re: Disability Retirement

4. Appointment (requested by Mayor Matthews)

Zoning Board of Review (Auxiliary)

Jerauld Adams

85 Cross St.

Central Falls, R.I.

Term to expire 12/21/2001

Councilman Noury called the name of Jerauld Adams. No one by that name was present.

Councilman Leger made a motion to table this matter, Councilwoman Canavan seconded this motion.

3-0 Motion carries to table.

5. Executive Session (requested by Personnel Consultant)

Pursuant to 42-46-5 (a) 1-Discussion of Health related conditions allowing for the disability retirement of Firefighter Pvt. David Brousseau and Central Falls Police Patrolman Marc Rose.

Police Chief Allan DeNaro was present.

Motion was made by Councilman Leger to convene to executive session for the above matter,seconded by Councilwoman Canavan.

Councilman Noury asked for a Roll Call vote:

3-0 vote carries.

Police Chief and Personal Consultant Bradford Southworth was invited into the executive session with the three Council members.

The Deputy Clerk Marie Twohey did not attend the executive session nor take minutes of the executive session.

5:12 pm the Council convened to Executive Session.

5:35 The Council re-convened the Council meeting.

Motion by Councilman Leger to seal the minutes of the executive session, seconded by Councilwoman Canavan.

Councilman Noury asked for a roll call vote:

3-0 vote carries.

6. Retirements (requested by Personnel Consultant)

A.) Firefighter Pvt. David Brousseau

7. Executive Session pursuant to 42-46-5 (a)

(1) Discussion of job performance and character of the Candidates to be interviewed relative to the position of Assistant City Solicitor.

The first applicant Paul Ryan, Esq. was present to be interviewed.

Councilman Noury read item number 7 in regards to the Executive Session.

Councilwoman Canavan made a motion to convene to executive session for the above discussion seconded by Councilman Leger.

Councilman Noury asked for a roll call vote:

Motion carries 4-1

Councilman Robichaud does not feel this action is Legal and refused to take part.

Time: 6:00 Executive Session

The Deputy Clerk did not attend any of the interviews in executive session nor did she take any of the executive session minutes.

Councilman Robichaud has left the meeting for the night. 6:35pm

Time: 7:00pm The Deputy clerk Marie Twohey notified the Council that the Zoning Board member was now present.

The Council Re-Convened the Council Meeting at 7:00 pm.

Councilwoman Canavan made a motion to remove the Zoning Board Appointment from the table, seconded by Councilman Lazieh

So voted.

The Council questioned Jerauld Adams on his experience in the field of realty.

Motion made by Councilwoman Canavan to the appointment of Jerauld Adams to the Zoning Bd of Review, seconded by Councilman Lazieh.

Roll call:

4-0 Motion carries.

George Muksian, Esq. The next applicant for the City Solicitor position was now present.

Councilwoman Canavan made a motion to re-convene to executive session, seconded by Councilman Leger.

Roll call:

4-0 Motion carries.

Executive Session: 7:05pm

Richard Riendeau, Esq. The next applicant for the City Solicitor position was now present.

9:00 pm The Council Re-convened the City Council Meeting.

Councilwoman Canavan made a motion to seal the executive session minutes, seconded by councilman Leger

4-0 Motion carries.

8. Motion to adjourn made councilman Leger, seconded by councilman Lazieh.

9:01 pm The Council is adjourned.
