A Special meeting of the Central Falls City was held on the above date in the City Hall Council Chambers at 9:30 p.m.

Council President Noury presided and stated that Councilwoman Canavan would act as Clerk in place of the City Clerk who left ill.

Councilman Leger asked what exactly this license allows the business to do.
Council President Noury stated that this is the Victualling portion of the license that allows for the sale of food. He also stated that this is the only license before the City Council at this meeting and if there are other licenses that the applicants wish to have they can apply for them for a future meeting.
Attorney Horan commented on the petition and the license he also commented on the dance license Referencing license #1065 which is listed as a pool table, amusement and dance license issued by the Clerk's Office on December 1, 2000 - December 1, 2001. He commented on the technicalities with regarding the license.
Discussion ensued relative to the issue and the date of the next meeting.
Attorney Welch, representing Mr. Heroux, an abutter commented on the conflict in his schedule with the March 12th meeting.
Council President Noury stated that the issue of the dance license/entertainment would be scheduled for March 7, 2001 at 7:00 p.m. He proceeded with the transfer of the Victualling License.
Council President Noury questioned Mr. Horan regarding his views on the standing of the dance license.
Attorney Horan responded that the license has been on the wall as well as the previous year's license and the licensee also paid the fees for them. He commented that his clients asked about the status of the licenses at the City Clerk's Office and he feels that the City is estopped from denying his clients this license.
Councilwoman Canavan stated that when Hester's applied for the renewal of the license they knew that they didn't have one and that the license would have to come before the Council for approval just as if it were a new application and this they did no do.
Attorney Horan responded how long is a license revoked for?
Councilman Robichaud responded that the applicant would have to re-apply for the license and come before the Council for approval individually and not as a renewal.
Councilman Lazieh questioned the applicants about the sale of food and asked if the establishment had a fully operational kitchen.
Attorney Welch stated that his clients have no objections to the transfer of the Victualling license as long as it complies with State Law. He stated that he respectfully disagrees with his brother Mr. Horan as to the whether the City is estopped from denying the dance license since the license was not properly issued.
Motion to approve the transfer of the Victualling license was made by Councilman Leger and seconded by
Councilman Robichaud. All Agreed. So Voted.

Motion to approve collectively was made by Councilman Leger and seconded by Councilman Robichaud. All Agreed. So Voted.
An Ordinance Amending Section 2-141 of the Revised Ordinances entitled "Disposition of Surplus or Obsolete Stocks."
So Introduced.
Councilman Lazieh requested the Clerk to ask the Mayor to inform the City Council when the City has swearing in/promotions and other ceremonies and that the Council be invited to them. He also commented on the establishment of the Truancy Court and how Council member could have been there if they were notified.
