A Special Meeting of the Central Falls City Council was held on the above date in the City Hall Council Chambers at 7:30 p.m.

Quorum present.
Council President Noury presided and led the assembly in the Pledge of Allegiance.
City Clerk Elizabeth Crowley stepped down from the dais, at the request of the City Council President, to read a correspondence from Mayor Matthews in support of the resolution extending the payment of taxes without penalty.

Motion to approve was made by Councilman Leger and seconded by Councilman Robichaud. All Agreed. So Voted.
1. Resolution extending the payment of taxes without penalty to August 10, 2001. (Introduced by Council President Gene Noury)
Motion to approve was made by Councilman Leger and seconded by Councilman Lazieh.
Councilman Leger commented on the extension which is usually 5 days after the July 1st due date.
Councilman Lazieh motioned to amend the resolution to August 24th.
Motion to amend seconded by Councilman Leger.
Councilman Lazieh stated that it was the intent of the Council to give tax- payers 30 days.
Council President Noury commented on the Mayor's letter and stated that the Council passed the tax rate on July 10th. He said that the Tax Assessor stated, at that time, that he would be able to mail the tax bills within 5 days. He stated that this is an example of the inexperience of the Tax Assessor and also the result of not having a Finance Director. The Council President stated that the tax bills took 15days after the passage of the tax rate to mail. He stated that he supports this extension for these reasons.
On the motion to amend all agreed. So Voted.
On the motion to approve as amended all agreed. So Voted.
Councilman Lazieh stated that it is within the authority of the Finance Director, under the Charter, to waive interest and penalties at his discretion without Council approval.
Councilman Lazieh under personal privilege stated that the City is still without a budget. He commented on the tax levy and the revaluation and he stated that he believed that there is an ordinance that exemptions property up to $20,000 on improvements made on properties when a market revaluation is done until the next full revaluation.
Councilman Lazieh asked the Chair to request through the Clerk the close out for June 30th and the revised amended proposed budget.
Council President Noury commented on the passage of the budget and stated that he was elected to serve two full years per term and he stated that it is the duty of the Council to pass a budget and that a budget will be passed sometime in September.
Motion to adjourn was made by Councilman Leger and seconded by Councilman Robichaud. All Agreed. So Voted. Time 7:54 p.m.
