Councilman Lazieh spoke on the Annual Audit Report
Marie Twohey read a letter to John Kuzmiski. She also read a letter from Mr. Kuzmiski.
A) Fiscal Year 1999-2000
Councilman Lazieh spoke about the unavailability of people and documents that they requested.
A motion was made by Councilman Lazieh to contact the Auditor General and request of the Review Commission an inquiry on the fiscal condition for their committee.
Committee Chairman Leger seconded the motion.
Councilman Lazieh suggested that they request of each department head a copy of their line item of their budget as submitted to the administration.
Councilman Leger said that they should start scheduling budget workshop.
Councilman Lazieh said they should hold another finance meeting because it is difficult to review the budget at this time; he would like to know if where they stood in the audit report a year ago is where they presently stood in this year's budget before reviewing next years budget.
Councilman Leger said that he would contact the clerk with a date for the next meeting, which he would try to schedule for during the day if everyone's schedule coincided.
B) Fiscal Year 2000-2001
Councilman Leger said that they received the proposed budget of 2000-2001.
Councilman Lazieh said that he was just handed it when he walked in. Historically the mayor presents the budget to the city council. Usually the Mayor makes an address regarding the financial condition of our city. He is not doing that. He said that at a quick review it is a synopsis budget that is submitted.
Councilman Lazieh went through the budget and stated everything that was not submitted.
Councilman Lazieh said that he wouldn't attempt to review the budget until the Mayor made a presentation on it.
Councilman Leger agreed.
Councilman Leger asked who set Budget Workshops.
Councilman Lazieh clarified that.
Councilman Lazieh made a motion that they notify the finance director and the mayor not to make any payments to the new company picking up our trash because there is a legal question on the contract that will come up later.
Councilman Leger seconded the motion.
Councilman Lazieh said that he would begin to demand financial information of the City and take further legal action if necessary in order to receive it.
Councilman Lazieh said that as a finance committee they should tell the mayor and finance director not encumber any funds that not need be encumbered without discretion to the financial status of the city and without a review or recommendation.
Councilman Lazieh motioned to adjourn, seconded by Councilman Leger. Time 7:05pm.
