A regular City Council meeting was held on the above date in the City Hall Council Chambers at 8:20 p.m.

Quorum present.
Council President Noury presided and introduced the Cub Scout Troop #2 "Arrow of Light Recipients" who led the assembly in the Pledge of Allegiance.
Scout Master Rick Aubin commented and thanked the City Council for their support and gave a brief outline of upcoming events.
A. Town of Richmond-Resolution to support legislation relative to state aid to education.
Motion to accept and place on file was made by Councilman Robichaud and seconded by Councilman Lazieh. All Agreed. So Voted.
Tabled 1/10/00
Councilwoman Canavan suggested that the appointees be contacted and asked to attend.
Councilman Lazieh requested an opinion regarding appointment of Department Heads And new administrations and asked for research relative to these appointment from 1957 to present.
Discussion continued relative to the appointments.
Councilwoman Canavan stated that research from previous administrations was not needed but that a letter be sent requesting that the appointees come to the April 17th meeting.
Councilman Lazieh had discussion on Legal Department interpretations.
Councilwoman Canavan asked for a motion to deny request for research. Motion seconded by
Councilman Robichaud.
Councilman Robichaud commented on the motion.
Councilwoman Canavan stated that there is a difference between creating a document and Providing a document, which already exists.
Councilman Noury discussed the duties of the Clerk.

Councilman Lazieh asked for clarification from legal council on abatement.

Councilman Leger made a motion requesting that the Finance Director provide a detailed
Breakdown of the Finance Report than is actually provided. Motion seconded by Councilman Lazieh. All Agreed. So Voted.

J. Resolution Honoring Holy Trinity Parish for over 100 years of service to the Central Falls Community. (At the request of Councilman Lazieh).
Motion to approve was made by Councilman Lazieh and seconded by Councilman Robichaud. All Agreed. So Voted.
K. Resolution in support of a legislative grant to restore and preserve the historical records of the "Old Town of Smithfield" stored with and in the care of the City of Central Falls. (At the request of Councilwoman Canavan).
Motion to table was made by Councilwoman Canavan and seconded by Councilman Leger. All Agreed. So Voted.
L. Resolution recognizing April 22, 2000 as "Earth Day" in Central Falls. (At the Request of Councilman Leger).
Motion to table was made by Councilman Leger and seconded by Councilwoman Cananavn. All Agreed. So Voted.
M. Resolution of the City Council authorizing the City to make application For the Rhode Island Small Cities Community Development Block Grant Program and the Small City Entitlements Program for Fiscal Year 2000. (At the request of Mayor Matthews)
Councilman Lazieh commented on the resolution and requested a copy of grant.
Council President Noury asked that a copy of the grant be sent to each Council member.
Motion to approve was made by Councilman Robichaud and seconded by Councilwoman Canavan. All Agreed. So voted.
N. Resolution in support of open government and open records. (At the request of Councilman Lazieh-tabled at the Feb. 14, 2000 meeting.)
Councilman Lazieh commented on the Resolution.
Councilman Leger spoke in favor of the Resolution.
Councilwoman Canavan commented on Resolution and motioned to amend "in accordance with City Charter and State Law.
Councilman Robichaud asked why the need for this Resolution.
Council President Noury responded.
Councilman Leger commented.

O. Resolution encouraging all residents to support Census 2000 efforts in Central Falls. (At the request of Councilman Lazieh)

P. Resolution regarding the Rhode Island League of Cities & Towns (At the request of Councilman Lazieh)
Councilman Lazieh commented. Discussion ensued.

Q. Resolution directed to the Central Falls Purchasing Board. (At the request of Councilman Lazieh)
Acted on at the Special Meeting held earlier in the day.
1. An Ordinance allowing the Director of Finance to file a request with the the Rhode Island Auditor General to extend the time allowed to submit the City's Annual Financial Municipal Audit upon approval of the City Council. (Introduced by Councilman Lazieh)

1. An Ordinance requiring the Mayor, at the request of a City Council Member, to periodically report to the City Council the status of any and all unresolved labor
contract negotiations, arbitrations, labor disputes, suits, or any other pending or active litigation issues involving or impacting the City. (Introduced by Councilman Lazieh)
2. An Ordinance requiring all department heads, division directors and all other administrative officers of the City to promptly provide within seven (7) working
days, any and all documents, data, studies, tapes, discs, reports, memo's correspondences or any other research information or materials in the possession of their office or staff or within their knowledge to any City Council Member requesting said information or documents. ( Introduced by Councilman Lazieh)
3. An Ordinance requiring the City Clerk to maintain an Official electronic tape-recorded
copy and a video copy of all City Council and Liquor Board public meetings for public review. (Introduced by Councilman Lazieh)
4. An Ordinance requiring that all Municipal employment contracts entered into by the Mayor for any and all unclassified municipal employees be approved by the City Council prior to engagement of Office, and that no employment contract will exceed the Term of Office of the Mayor executing said contract.

5. An Ordinance requiring the Mayor to submit to the City Council, for confirmation, the appointment of all Department Heads and Division Directors within thirty (30) days of inauguration day. New appointees shall not serve until confirmed by the City Council, and all other appointments of individuals to serve in the same position or office must be confirmed by the City Council within sixty (60) days of inauguration or must vacate the Office. (Introduced by Councilman Lazieh)
6. An Ordinance establishing a policy of rules, regulations, benefits and any and all other personnel related issues for those municipal employees who are in the unclassified service of municipal government. The Personnel Specialist is hereby directed to draft this Ordinance and submit it to the City Council for review and final adoption. (Introduced by Councilman Lazieh)
7. An Ordinance requiring the Mayor to submit to the City Council a balanced municipal budget proposal every year and for the City Council to adopt a balanced municipal budget before July 1 of each year. (Introduced by Councilman Lazieh).
8. An Ordinance establishing an Investment Commission in the City of Central Falls to manage and establish policies & strategies on the investing of all unencumbered (surplus) funds in all City Accounts. (Introduced by Councilman Lazieh).
9. An Ordinance Amending Chapter 2, Article III, Section 2-69 (b) entitled "Assistant City Solicitor" (Introduced by Councilman Lazieh)
10. An Ordinance requiring all unanticipated or unbudgeted revenues received by the City in its fiscal year must be reported to the City Council and used solely for debt, Bond or note reduction or must be credited to the unencumbered fund account Balance. (Introduced by Councilman Lazieh)
11. An Ordinance requiring all funds not spend by June 30th in the fiscal year appropriated, from the municipal budget must be returned to the general fund
unless reappropriated by the City Council.
Motion to approve collectively was made by Councilman Lazieh and seconded by Councilman Robichaud. All Agreed. So Voted.

Motion to approve was made by Councilwoman Canavan and seconded by Councilman Leger. All Agreed. So Voted.
Council President Noury stated that the appointment for Tree Warden be placed on the April 17th meeting.
Councilman Leger requested that the owners of the businesses at 96 Blackstone St. be asked to come to the April 17th meeting.
A) Discussion of Privatization
Councilman Leger stated that he is looking for public opinion regarding this matter.
Council President Noury discussed the form issued from the Mayor's Office regarding the
Mayor's press conference relative to this issue.
Councilman Robichaud commented on this issue.
Council President Noury requested that the following be asked to attend the Special Meeting to be Held on Wednesday:
