City Council Personnel Committee Meeting
City Hall Council Chambers

A Meeting of the Personnel Committee of the City Council was held on the above date in the City Hall Council Chambers at 6:35 P.M.
Councilman Lazieh was present and chaired the meeting.
Mr. Brad Southworth was also present.
Chairman Lazieh led the assembly in the Pledge of Allegiance.
Chairman Lazieh asked the personnel consultant to review the personnel policy. He commented on who has the right to institute a policy. He spoke of the auditor Leo Fox's statement that the City Council should institute a personnel policy by Ordinance. He spoke about the unclassified employees' need for a policy and that they should be offered a package that has some consistency from administration to administration. He related that under one Administration an unclassified employee who has served the City for several years was receiving four weeks vacation now that same employee receives three weeks vacation.
Chairman Lazieh stated that the purpose of this committee is to pursue a written policy that will be consistent throughout the employee's tenure with the City. He questioned the personnel consultant on why there is no City Physician when the Charter calls for one. He asked why medical benefits have been reduced or eliminated using for example the Probate Judge and Municipal Court Judge. He asked the personnel consultant about the study done by Maureen Margret who was hired to work with personnel department to establish a policy. He stated that the Committee could work from that point forward. He also stated that this specifically refers to the unclassified employees.
Councilman Lazieh asked that the committee be updated as to the status of the Labor contracts with the Police, Fire and Municipal Workers.
This is the same as #3 on the agenda.
Councilman Lazieh asked for a list of unclassified and appointed officials. He also asked that the list indicated those appointed by the Mayor, those appointed by the Council and those who have contracts with the City. He asked that the Personnel Department provide a list of part-time employees and the positions held by a Temporary Agency.
Mr. Southworth asked if this report is to be verbal or in written.
Chairman Lazieh asked for a written report.
