SPECIAL CITY COUNCIL MEETING

CITY HALL COUNCIL CHAMBERS

MONDAY, JUNE 5, 2000

AT 8:00 P.M.

 

A Special Meeting of the Central Falls City Council was held on the above date in the City Hall Council Chambers at 8:00 p.m.

 

ROLL CALL

 

Councilwoman Canavan - present

Councilman Robichaud - present

Councilman Lazieh - present

Councilman Noury - present

Councilman Leger - absent

 

PLEDGE OF ALLEGIANCE

 

Council President Noury presided and led the assembly in the Pledge of Allegiance.

 

RESOLUTIONS

 

a. Extending Condolences to the Family of the Late Mary Sackal

b. Extending Condolences to the Family of the Late Mildred M. Messier

c. Extending Condolences to the Family of the Late Edith Louise Coelho

 

Motion to approve collectively was made by Councilman Lazieh and seconded by Councilwoman Canavan. All Agreed. So Voted.

 

PUBLIC HEARING ON 2000 -2001 BUDGET

 

Council President Noury opened the meeting to a Public Hearing for the purposes of public discussion and opinion regarding the proposed budget.

 

Mr. Albert Laroche of Central Street (former City Council Member) spoke against any tax increase and the use of surplus funds.

 

No other person requested to speak. Council President Noury closed the public hearing.

 

ORDINANCE

 

Introduction:

 

Budget Amendment to the Annual Operating Budget General Fund Fiscal Year Beginning July 1, 1999 and ending June 30, 2000. So Introduced.

 

NEW BUSINESS

 

The Clerk was requested to notify the Housing Department regarding cars on Lonsdale Ave. and Claremont Street.

 

OLD BUSINESS

 

Results of tabulation of Legal fees requested by City Council to Legal Department

 

Matthew Oliverio, Assistant City Solicitor informed the City Council about the expenditures made by the City on Legal fees as per their request and read a memo from the Finance Director explaining that the Office is short staffed.

 

Mr. Kuzmiski further explained the shortage of personnel in the Department.

 

Councilman Lazieh commented on the information requested from the Finance Department.

 

Councilwoman Canavan commented that she would proceed to bring the Council's complaint to the Attorney General's Office for review.

 

Councilman Robichaud stated that he has been at City Hall and reported that the Finance Office is short staffed.

 

Councilman Lazieh asked the City Council about being represented by Legal Council and stated that the Council needs its own legal advisors.

 

Council President Noury commented on outside legal fees.

 

City Council President Gene Noury recessed the meeting at 8:30 p.m.

 

BUDGET WORKSHOP

 

Council President Noury opened the workshop at 8:35 p.m. in addition to the members of the Council, Mayor Matthews and Mr. Kuzmiski were also present.

 

Council Members engaged in discussion which centered around Chapter 3 section 2-301 of the City Charter "The annual operating budget."

 

Councilwoman Canavan asked the City Solicitor for an interpretation.

 

Mr. Oliviero stated that he would have to review the issues.

 

Mayor Matthews gave an example of an emergency situation that could occur in the City.

 

Council President Noury questioned section 301 #5 dealing with amending the annual operating budget after its passage to transfer fund.

 

Councilwoman Canavan stated that she is very disappointed in Mr. Oliviero's and why he can't give an opinion.

 

Councilman Lazieh asked that Mr. Kuzmiski to provide the City Council with figures to show the Deficit.

 

Mayor Matthews stated that all Departments are cut to the bone.

 

Council President Noury stated that the Council is not interested in financing all the attorney fees.

 

Councilman Lazieh commented on the lack of information and feels that the Review Commission should be asked to address the deficit. He stated that he would ask the Council for a vote of support on the issue.

 

Motion to direct the Administration to cut the present budget was made by Councilman Lazieh.

 

Council President Noury directed Councilman Lazieh to make his motion in writing in the form of a Resolution.

 

Workshop recessed at 9:20 p.m.

 

City Council President Noury reconvened the meeting at 9:21 p.m.

 

Executive Session Pursuant to42-46-4 of the opens meetings Law Exemption # 2 Litigation.

 

Motion was made by Councilman Robichaud and seconded by Councilwoman Canavan to recess to Executive Session. All Agreed. So Voted. Councilman Leger absent. 

 

Meeting reconvened at 10:04 p.m. by City Council President Noury.

 

Motion to seal the minutes of the Executive Session was made by Councilman Lazieh and seconded by Councilwoman Canavan. All Agreed. So Voted.

 

ADJOURN

 

Motion to adjourn was made by Councilman Lazieh and seconded by Councilwoman Canavan.

 

All Agreed. So Voted. Time 10:05 p.m.
