City Council Public Safety Committee Meeting

Monday, February 28, 2000

City Hall Council Chambers

At 6:30 p.m.

 

A Meeting of the Central Falls City Council Public Safety Committee was held on the above date in the City Hall Council Chambers at 6:30 p.m.

 

1) Roll Call

 

Councilman Lazieh

Councilwoman Canavan

 

Quorum present.

 

Councilwoman Canavan presided.

 

2) Discussion

 

a) Policy of Committee relative to Public Safety Issues & Committee Response.

 

Chairwoman Canavan commented in detail on the direction and policy that the committee would take relative to matters pertaining to this committee.

 

Councilman Lazieh stated that he had no problem with the chain of command relative to the committee but that any individual council person should be able to speak with any Department Head and if there is no adequate response from that Department relative to any issue then that individual should be able to bring their concern to the entire Council for discussion and resolution.

 

Chairwoman Canavan again stated that the concern should be related through the Committee Chair and discussed in committee first.

 

Councilman Lazieh stated that he agreed with the general policy of the committee.

 

Councilwoman Canavan asked Councilman Lazieh if he agreed that any issue related to the committee should first be brought to the Department Head, then the Mayor and finally the City Council.

 

Discussion continued between Chairwoman Canavan and Councilman Lazieh on concerns related to this policy.

 

Councilman Lazieh stated that he had many concerns relative to this committee, such as insurance settlement related to the new rescue and second rescue, the issues of overtime in the Fire Department.

 

Chairwoman Canavan stated that this is a budgetary issue.

 

Councilman Lazieh stated that there are issues in the Police Department relative to equipment, manpower as well as issues in the Fire Department and Public Works Department.

 

b) Nuisance Ordinance

 

Chairwoman Canavan commented on this Ordinance a related the results of many hours of research about the Ordinance. She stated that there are laws already on the books, which are enforceable and with some amendments would work as well as the proposed Ordinance.

 

3) Adjourn

 

Meeting adjourned at 6:59 p.m.
