A special meeting of the Central Falls City Council was held on the above date in the City Hall Council Chambers at 6:05 p.m.

Quorum present.

 

Pledge of Allegiance

 

Council President Noury presided and led the assembly in the Pledge of Allegiance.

 

Discussion

 

Advertising & Solicitation of Resume for Assistant City Solicitor Position

 

Council President Noury explained that he is looking for a motion from the Council authorizing him to Place an ad in the paper for the position of Assistant City Solicitor.

 

Councilman Lazieh asked what the rationale was for placing the ad and would this also provide an equal opportunity for those presently in the position to apply. He asked if this ad would be placed in the Providence Sunday Journal as well as to the Bar Association. He also suggested that the ad be placed on the Internet.

 

Council President Noury stated that he is not against the placing of the ad with the Rhode Island Bar but he wasn't sure about the Internet. He also stated that he wanted this as soon as possible with a closing postmark date of no later than January 8, 2001.

 

Councilman Lazieh stated that he suggested the Internet as another way of advertising for the position.

 

Councilwoman Canavan stated that it was a good idea to advertise in the Journal and with the Bar but she asked who would know how to place this on the Internet and she doubted that any help would come from within the City Hall. She stated that the Council must use the resources it has.

 

Motion to authorize the City Council President to place an ad for the position of Assistant City Solicitor in the Providence Sunday Journal of Dec. 31, 2000 with a deadline of January 8, 2001 was made by Councilwoman Canavan and seconded by Councilman Lazieh.

 

Councilman Lazieh stated that he has no qualms with placing the ad for the position but that he feels that the time span is short. He also commented that he respected the present Solicitor and Assistant Solicitor but disagrees with the opinions they have rendered.

 

Council President Noury stated that his intention would be to name another person to the Personnel Committee and they would be charged with

 

1. Accepting resumes.

2. Reviewing the resumes.

3. Interviewing the candidates and making recommendations to the Council.

 

All Agreed. So Voted. Motion carried 3 yes 0 no 2 absent.

 

Councilwoman Canavan stated that she would proceed and send a letter to the Rhode Island BarAdvertising for the position.

 

Council President Noury stated that this action is a result of the Legal Department's failure to represent the City Council and that the time is right to proceed with this action. He stated that the Council is in conflict with the Administration and the Legal Department is not working for the City Council.

Motion to adjourn was made by Councilwoman Canavan and seconded by Councilman Lazieh.
