A Meeting of the Central Falls City Council was held on the above date in the City Hall Council Chambers at 7:15 p.m.

Council President Robert Canavan presided and led the Assembly in the Pledge of Allegiance.
Mr. Vincent J. DuBreuil of 14 Kimberly Avenue, Coventry Rhode Island presented the City Council with a framed "Letter to the Editor" which gives a personal inside view of a former resident of the City and the pride and fond memories he holds about the City of Central Falls. In making his presentation he spoke of the Pride he feels about the City.
Councilman Weber thanked Mr. DuBreuil for his kind words about the City.
Town of Cumberland-Resolution in Support of timely intervention by the United States Peacekeeping Force in East Timor.
Joseph Capineri, Esq. Attorney for Allard's request to continue to Oct. 25th Meeting.
Motion to accept collectively and place on file was made by Councilman Weber and seconded by Councilman Noury. All Agreed. So Voted.
Councilman Weber requested that a Resolution of support be sent to the Prepared for the next meeting and send to the Town of Cumberland regarding East Timor.
Myrna Rodriguez for injuries sustained in slip and fall on Garfield St. 9/21/96 $ 25,000.00.
Ccu/Southern New England for Gerard Bassett damages to vehicle by Recycling truck in the amount of $1094.52.
Motion to refer to Claims Committee Collectively was made by Councilman Weber and seconded by Councilman Noury. All Agreed. So Voted.
Petition for Tax Relief by Martignetti Companies under the Jobs Relief Incentive Program.
The petition for tax relief as provided by the new ordinance passed by the Council came before the City Council as requested by Martignetti Co. The Attorney for the Company explained the process and gave a brief history of the Company.
The tangible taxes that are being phased out by the State were explained and the relative expense to the City and its impact was elaborated on extensively.

According to the original tape of this meeting the following was inserted on February 7, 2000 for clarification of Item #6 on page 2 titled "Public Hearing" :
The Attorney explained the request which consisted of (1) having the City forgo the collection of tangible property taxes and (2) to afford real property tax relief in accordance with the Resolution passed by the City Council.
Councilman Noury asked how much was assessed to the real estate and what that comes to in dollars. The property tax is $37,000 per year on the property.
Councilman Noury asked how many jobs initially would be provided by the Company.
Councilman Ferri asked if local residents would be considered for the jobs.
Council President Canavan opened the meeting to a Public Hearing.
No comments. Public Hearing closed.
Councilman Noury questioned the City Solicitor.
Motion to approve the request in accordance with the Resolution passed by the Council, which outlines the program, was made by Councilman Noury and seconded by Councilman Weber.

An Ordinance Amending Section 16-41 of the Revised Ordinances entitled " Required." At the request of City Solicitor James Briden and introduced by Councilwoman Moreau. So Introduced.
1. An Ordinance related to Chapter 18-1 of the Revised Ordinances Article II Nuisances.
City Solicitor Briden stated that this Ordinance would allow the City to prosecute landlords based on the conduct of their tenants. This would apply to drug activity, violations of State and Federal laws and to cover illegal activity generally. He asked that the Council amend prior to passage the definitions to make them clearer.
Councilman Noury questioned Mr. Briden relative to the Ordinance.
Motion to amend to read " Chief of Police' was made by Councilman Ferri and seconded by Councilman Noury. All Agreed. So Voted.
The Solicitor stated that he would ask the Council to amend until he could provide better definitions.

Mr. Woods of Central Street commented on the Nuisance Ordinance.
Bruce Gagnon of Sacred Heart Avenue stated that he applauds the City for the great opportunity to help landlords with certain tenants, he stated however, that the are some language changes that need to be added. He said that a system need to be in place that aids the landlord.
Councilman Weber stepping down from the Council seat stated that as a resident of Central Falls he finds it deplorable and requests a briefing from the Mayor as to why the unemployment benefits are being taken away from those who were recently laid off and that there better be a good reason.
Council President Canavan stated that he would ask the Mayor why Mr. Doucet and Mrs. Taito are loosing their benefits and that if it takes and Executive Session to accomplish this it will be done. He also stated that the Council has a responsibility to the Community and commented on some renters who have had their water shut off for none payment of the water bill by the landlord. He said that the renters have to pay the bill. He stated that the City has to have a plan in place to protect the tenant when these types of events occur.
Council President Canavan commented on the residency rule as it applies to him and stated that since the City Solicitor has ruled that he can remain in the Council seat he will in fact do so. He said that Solicitor Briden explained his ruling stating that the Board of Canvassers had no authority to say if the Councilman could stay or must leave and since he would resign only if the Solicitor ruled that he must he will stay unless otherwise ruled to do so. He thanked the people who expressed their support and said that he can be available to the people in his ward all they have to do is contact him at 465-3081 on his cell phone and that it is his intention to move back to the City.

The issue of Casa Getsemani is a two part issue one is the taxation of tax exempt property and the delay of reimbursement the other is the issue of tax exempt status as determined by the Tax Assessor.
Council President Canavan stated that this issue could be corrected by the Administration without Council intervention, the Council however is ready to introduce an Ordinance to grant this exemption. Council President Canavan stated that the reimbursement according to the Finance Director was the issue of waiting for the Council to grant the abatement. The Finance Director related the Council President Canavan that he did not want to presume that the Council would grant the abatement giving the recent history of the Council granting or tabling other abatement issues.
Councilman Ferri updated the general public on the bike rodeo and the issue of helmets.
Motion to adjourn was made by Councilman Weber and seconded by Councilman Noury. All Agreed. So Voted. Time 8:45 p.m.
