Council President Robert Canavan presided and led the assembly in the Pledge of Allegiance.
Police Department Report ( April 1999)
Motion to accept and place on file was made by Councilman Noury and seconded by Councilman Weber. All Agreed. So Voted.
Town of North Kingstown- re: Resolution in Support of Restoring State Funding for the Summer Youth Litter Corps.
Town of North Kingstown - re: Resolution in Support of Regulated Disposal Facility for used motor oil.
Town of Cumberland - re: Resolution supporting the City of Central Falls Child Safety Awareness Week. Councilman Ferri thanked the Town for their support.

Blackstone Valley Chapter RI Arc.
d/b/a New to You Too

Peter Holden, Director of RI Arc., was present to explain the project. He related that people with disabilities strictly ran this. The business itself is similar to Salvation Army and Goodwill. David Unger, Project Manager, stated that all items are strictly donated.
Council President Canavan commended RI Arc for their outstanding accomplishments made by this organization for persons with disabilities and thanked them for all their efforts.
Motion to approve waiving all fees was made By Chairman Noury and seconded by Chairwoman Moreau.

Council President Canavan stated that in discussion with the Finance Committee the Council will begin workshop on the Budget on Tuesday, June 1 at 8:00 P.M.
Councilman Weber will be available to answer and discuss any particular questions for the Council about the budget.
The Review Commission will meet on May 25, 1999. The Council President stated that he will be unable to attend this meeting. Chairman Noury will attend.
An Ordinance repealing the City Ordinance entitled "An Ordinance establishing a restricted operating cash reserve fund".
Council Members discussed the issue of the Cash Reserve and the Finance Committee explained that this is recommended by the auditors to show a true cash fund balance of $1.8 million.

An Ordinance Amending Chapter Eight (8) of the Revised Ordinances entitled "Animals".
Council President Canavan opened meeting to Public Hearing.
Mr. Turgeon of Cross Street asked how this Ordinance would be implemented for a dog that bites a person on private property.
Danny Desmarais, Animal Control Officer, commented on the need for this Ordinance and spoke of incidents where Pit Bulls are involved in very serious situations.
No other comments and Public Hearing closes.
Council Members commented on the different concerns they had relative to this Ordinance. It was suggested that the Ordinance be amended to define an aggressive dog as over 40 pounds or pit bulls off the property of the owner.
The Animal Control Officer related that seven dogs per week are the average number of calls he receives complaints about and all seven calls were bites from pit bulls. He pointed out the danger to city residents in 1998; out of 901 calls he responded to, 32 were dog bites. In 1999, out of 288 calls, 23 were dog bites.
Councilman Ferri questioned the number of dogs.
Motion to table was made by Council Weber and seconded by Councilman Ferri. All Agreed. So Voted.
Councilman Weber and Councilman Noury of the Finance Committee, spoke on the investigation of Police Department funds.
Council President Canavan related that the investigation will include October, 1996 through November, 1998 or July 1, 1998 through November, 1998 and that there would be no comments until the report is complete.
Council President also stated that Colonel Culhane could not release information but would allow the auditor to see the report as the State Police conducted an investigation, not an audit.
