A meeting of the Central Falls City Council was held on the above date in the City Hall Council Chambers at 7:05 p.m.

Council President Robert Canavan presided and led the assembly in the pledge of allegiance.

Motion to accept collectively and place on file was made by Councilman Weber and seconded by Councilman Ferri. All agreed. So Voted.

5. Licenses

A) GENERAL MERCHANDISE LICENSE

Motion to approve was made by Councilman Ferri and seconded by Councilwoman Moreau.

Motion to approve was made by Councilwoman Moreau and seconded by Councilman Weber and Councilman Ferri.

6. Public Comment & Concerns

Rick Aubin jr. concerning cub scout pack to be instituted at St. Matthew Church related information for the general public.

Richard Lussier of Rand St. spoke on the City Minimum Housing issues. He questioned the Council on the placement of a handicapped sign on Rand

Street and that the Police Department were not tagging cars using the parking space without a handicap plate.

Councilwoman Moreau spoke with the Public Works Director who related that the curb will be painted. She also spoke with the Police Department who will take

care of the personnel issues. She told Mr. Lussier that she spoke with officials from the Warwick Minimum Housing Department who uses 2.5 inspectors for the

purpose of inspections as Mr. Lussier described.

7. Resolutions

A) RESOLUTION HONORING STELA CARRERA, CO-ORDINATOR OF THE HISPANIC COMPONENT OF PROJECT HOPE/PROYECTO ESPERANZA.

Resolution was read by the Clerk.

Councilwoman Moreau then presented Stela with the Resolution and a Bouquet of flowers. Motion to approve was made by Councilman Weber and unanimously

seconded. All Agreed. So Voted.

B) RESOLUTION THANKING RAYMOND PAINE, CITY SERGEANT FOR HIS YEARS OF DEDICATED SERVICE.

Resolution was read by the Clerk.

Council President Canavan read and Councilman Weber present a placque to Mr. Paine.

Motion to approve was made by Councilman Weber and unanimously seconded. All agreed. So Voted.

C) RESOLUTION CONGRATULATING LYNDITA LIBURD ON HER ACHIEVEMENT OF 1,000 POINTS DURING HER HIGH SCHOOL BASKETBALL CAREER

Motion to approve was made by Councilwoman Moreau and unanimously seconded. All agreed. So Voted.

8. Ordinances

I. INTRODUCTION

A) AN ORDINANCE RELATING TO INVENTORY TAX PHASE OUT ( AT THE REQUEST OF THE MAYOR)

B) AN ORDINANCE RELATED TO JOB CREATION INCENTIVE PROGRAM ( AT THE REQUEST OF THE MAYOR)

So Introduced.

II. FIRST PASSAGE

A) AN ORDINANCE AMENDING ARTICLE II OF THE REVISED ORDINANCES ENTITLED " COLLECTION OF RUBBISH." (AT THE REQUEST OF THE MAYOR)

Motion to approve was made by Councilman Ferri and seconded by Councilwoman Moreau.

Councilman Noury questioned the Ordinance and asked that the Minimum Housing Director attend the next meeting to answer som of these questions.

Councilman Noury spoke about education to the general public regarding trash pick up and recycling issues.

Councilman Ferri commented.

Mayor Matthews stressed that a Notice to the Public has been sent and that this is a continuing and ongoing issue that the general public continue to be educated. He also stated that this is a very touchy issue and that some problems are a blantant disrespect for the law and this ordinance is to address repeat offenders who have no regard for the rules and regulations that everyone else abides.

B) AN ORDINANCE REGULATING ALARM SYSTEM FALSE ALARMS IN THE CITY OF CENTRAL FALLS (AT THE INTRODUCTION OF COUNCILWOMAN MOREAU).

Councilwoman Moreau explained this ordinance and how it came about.

Motion to approve was made by Councilwoman Moreau and seconded by Councilman Noury.

Motion carried 5 yes 0 no 0 absent.

III. PUBLIC HEARING/FINAL PASSAGE

A) AN ORDINANCE AMENDING SECTION 12-43 OF THE REVISES ORDINANCES ENTITLED "CLASSES."

9. DISCUSSION

A) 70 FLETCHER STREET (AT THE REQUEST OF COUNCILMAN NOURY)

Councilman Noury explained the reason for the request to place this issue on the agenda. He explained the procedure necessary in order to recind the abatement

granted in December. He said that he cannot grant an abatement for a property that is run down.

Motion to recind the tax abatement for property at 70 Fletcher St. in the amount $1,047.38 was made by Councilman Noury and seconded by Councilwoman Moreau.

Motion carried 5 yes 0 no 0 absent.

10. Committee Reports

Councilman Weber reported on the Total expenditures of the School Bond.

Councilman Weber also reported on the quarterly report of the Juvenile Hearing Board.

11. Mayor

Mayor Matthews informed the Council that Pauline Khabbaz would be the Acting City Clerk until such time as he places her name for confirmation as City Clerk. He stated that she will not receive the pay of the Clerk but an amount somewhere between her past salary and the Clerk's salary.

Mayor Matthews also informed the Council about some Legislaiton on abandoned property and about the passage of a Resolution by the Council that should be passed on to the Legislature. He spoke about a jobs incentive ordinance which is based on the Woonsocket Ordinance and he commented on the Charter Revision which he hoped to have ready for the February meeting. He asked the City Council to rethink their stand on allowing businesses to make agreements on taxes. He

believes this could be heading down a very slippery slope.
