A Meeting of the Central Falls City Council was held on the above date in the City Hall Council Chambers at 7:00 P.M.

Quorum present.
Council President Robert Canavan presided and led the Assembly in the Pledge of Allegiance.

Motion to accept collectively and place on file was made by Councilman Noury and seconded by Councilman Ferri. All Agreed. So Voted.
Rick Aubin updated the public on the Cub Scouts he related that there would be a Family campout on the weekend of August 29th and anyone wishing to attend should contact him. He said the campout would have events such as fishing tournaments, nature walks etc. He related that the first pack meeting and sign ups would be on Sept. 16th.
Council President Canavan commented on the budget process and the role of the Finance Committee. He said that there was in no way a conspiracy to hold up the budget process for any political reasons and that Councilman Weber's concerns as well as the entire City Council was the use of the Surplus in the Budget and the concern for the taxpayer.
Councilwoman Moreau stated that Councilman Weber and Councilman Noury put their heart and soul in the budget process and stated the Council's appreciation for their efforts. She stated that she hoped from this time forward that Councilman Weber remembers that this is a Council meeting to be conducted for the best of the City and not a forum for Mayoral candidate debates and that the Councilman will come for Council meetings as a Councilman. She wished him well.
Councilman Noury stated that the quote in the paper was that the whole budget process was political. He said the Finance Committee worked over 100 hours on the budget and that the quote show he disrespect and callous disregard for work of the Council for the out of control spending of the Administration and that he is disappointed in the Mayor's comments.
Councilman Weber stated that he will not let his running for Mayor infringe on Council business and that he will conduct himself in a professional manner for the remainder of the Council term.
Councilman Ferri commented on the Adoption program to be held on August 29th sponsored by the Urban League.

Motion to accept collectively and place on file was made by Councilman Weber and seconded by Councilwoman Moreau. All Agreed. So voted.
A. Elizabeth Crowley, City Clerk - Letters regarding Police Retirements
Motion to accept and place on file was made by Councilman Weber and seconded by Councilwoman Moreau. All Agreed. So Voted.

Motion to approve was made by Councilman Ferri and seconded by Councilwoman Moreau. All Agreed. So Voted.
B. Progreso Latino-Youth Group Graduation- (August 25, 1999 6:00p-8: 30p)
Councilman Noury questioned the age group that is involved and the use of Music and at what time the music would end.
Motion to approve was made by Councilman Noury and unanimously seconded. All Agreed. So Voted.
A. Holy Spirit Catholic Community- 40 week Club Renewal- 9/2/99-6/3/2000 K of C Hall 20 Claremont St.
B. Fierlit-Korzen Post 79- Bingo Renewal - Tuesdays- 48 Central St.
Motion to approve collectively was made by Councilman Weber and seconded by Councilman Noury. All Agreed. So Voted.
Emmanuel Zaharakis

Attorney Arthur Chatfield of Providence represented Mr. Zaharakis.
Council President Canavan allowed Attorney Chatfield to make an opening statement.
Attorney Chatfield stated that Mr. Zaharakis already paid a Municipal Court fine relative to this issue. He related his views on due process and constitutional rights of his client to earn a living and the Council's infringement of these rights. He asked the Council to give his client a stern warning and allow his license to continue.
Assistant City Solicitor Matthews Oliverio in his opening statement to the Council related Mr. Zaharakis' continued violations of the Ordinances of the City and the Traffic Laws relative to his business. He told the Council of Mr. Zaharakis' breaking traffic laws, Council regulations regarding the sale of his products and of the event that led to this Summons.
The City called the Police Officer involved in the Car Show incident and both the Solicitor and Attorney Chatfield questioned him extensively.
Both the City Solicitor and Attorney Chatfield gave their closing arguments.
Councilman Weber commented that Mr. Zaharakis has been given more than a sufficient number of warnings by this Council regarding his license and stated he doesn't feel any more warnings will be sufficient. The Council must send a message that it means what is says regarding this type of business.
Motion not to renew the peddler license was made by Councilman Weber and seconded by Councilman Ferri.
Councilman Weber stated that Mr. Zaharakis has a total disregard for the law and the Council has been more than fair when it comes to his license.

Motion to deny renewal of license carried 4 yes 1 no 0 absent.
Councilman Ferri updated the Council on the Veterans Memorial. He stated that the project is on schedule and that $13,000 has been raised. He spoke of the dedications
Ceremony that will be held in November and that the 8th Army Band will be present for the Ceremony along with Bagpipers the Ceremony is expected to take place at 11:00 a.m.

Motion to adjourn was made by Councilman Noury and seconded by Councilman Ferri. All Agreed. So Voted. Time 9:21 p.m.
