Exemption #2 Open Meetings Law - Pending Litigation
Bessette etals vs. City of Central Falls
Motion to move to executive session as stated in Exemption #2 of the Open Meetings Law was made by Councilman Weber and seconded by Councilwoman Moreau.
Councilman Ferri stated that he would prefer that this be taken later in the meeting.
Council President Canavan stated that he was not in favor of delaying the Executive Session.

Mr. Woods of Central Street commented on Noise, which is an ongoing issue of enforcement.
Council President Canavan commented.
Mr. Lussier of Rand Street commented on his recommendation of several months ago regarding the Minimum Housing Ordinance that is example by the City of Warwick that relates to Housing Inspections when apartments are vacated.
Matthew Oliverio, Assistant City Solicitor, stated that for this type of Ordinance to be implemented it would take more staff and could be expensive to enforce.
Mr. Lussier continued to make his argument for this Ordinance.
Councilwoman Moreau stated that she would discuss the issue with the Minimum Housing Director.
Donna Oldmixon of Chestnut Street questioned the Ordinance regarding restricted hours in playgrounds and parks.
1. Resolution supporting the City Purchasing Agent's Request to participate in Federal, State, Municipal or School District Contracts for the purchase of Materials, supplies, equipment or services.

First Passage
1. An Ordinance Amending Chapter 8 of the Revised Ordinances entitled "Animals".
The Council requested that the Animal Control Officer be at the November meeting to answer some concerns regarding this Ordinance. Councilman Weber stated that he was particularly concerned with 8-1-3 of the Ordinance which allows the AOC to enter private property.

Councilman Ferri stated that the CPR/Basic First Aid course will be available to any interest party for a cost of $23-$24 per person.
Councilwoman Moreau questioned the status on the Nudity Ordinance.
Matthew Oliverio, Assistant City Solicitor will prepare the Ordinance.
Council President Canavan commented.
Councilman Ferri commented on the bicycle ID program and stated that there are 400 helmets available for children under 8 years of age. There will be
2500 helmets available for distribution this spring. He also stated that 52% of the children of the City are now using Helmets up from 8% previously.
