A meeting of the Central Falls City Council was held on the above date in the City Hall Council Chambers at 7:07 p.m.

Council President Robert Canavan presided and led the assembly in the Pledge of Allegiance.

Department of Code Enforcement
Motion to approve and place on file was made by Councilman Weber and seconded by Councilman Weber. All agreed. So voted.
By unanimous consent the City Council President asked that the following Resolutions be moved to the front of the Agenda.
IV) Resolution of Congratulations to Mr. & Mrs. Raymond Whitehead on their 50th Wedding Anniversary.
Council Members presented the Resolution to Mr. & Mrs. Whitehead.
Motion to approve was made by Councilman Ferri and seconded by Councilman Noury. All Agreed. So Voted.
V) Resolution of Congratulations and Best Wishes to the "Azar Brothers Service Stateion" for their 48 years of business in Central Falls.
Council President Canavan commented on the business and how it served the Community for so many years.
Councilman Ferri commented.
Motion to approve was made by Councilman Weber and seconded by Councilman Ferri. All Agreed. So Voted.

Councilman Noury questioned the abatement for 70 Fletcher St. He stated that the Council approved a Resolution las year in which a higher rate of taxes would be charged to persons owning run down property. He is against abating this bill.
Matthew Oliverio, Assistant City Solicitor stated that this cannot be done because it would discriminate one taxpayer from another. Councilman Noury stated that the Resolution was passed sometime between April and June of 1997. He asked the Clerk to research the minutes.
Mayor Matthews commented on this resolution. He stated that it was proposed to the Council so that the City could tax fro the privilege of owning run down property. He asked the Council to support this Resolution regarding enabling Legislation to that effect which did not pass the General Assembly.
Discussion continued on the 70 Fletcher St. Property and the Resolution.

Motion to approve the 1999 City Council schedule was made by Councilman Noury and seconded by Councilman Ferri. All Agreed. So Voted.
The Finance Department asked the Clerk to inform the Council of those businesses who made agreements to make regular payments on their taxes in order to receive their license to do business and have not lived up to this obligation.
Council President Canavan instructed the City Clerk to send a letter to KB Motors and any other business who have not complied with their agreements to show cause why their license should not be revoked for non payment if their taxes are not paid in full immediately.

Councilman Weber explained the reason for the amendment to the Resolution which would clarify its intent.

II) Resolution of Condolence to the Family of the Late Thomas Moffatt, Chief Central Falls Police Department.
Read by the City Clerk.
Council President Canavan spoke of the loss of the Police Chief who served this City and its people well.
Motion to approve was made by Councilman Weber and Unanimously seconded and approved.
III) Resolution Commending Stella Carrera of Project Hope for her many years of dedicated Community Service.
Tabled to the next meeting of the Council at the request of Councilwoman Moreau.
VI) Resolution of Congratulations and Best Wishes to Ann Paulhus on the occasion of her Retirement from Employment in the Tax Assessor Office in the City of Central Falls.
Councilman Weber praised the work of Ann and of her dedicated service to the City not only as an employee but also for her service as an Auxiliary Member of the Lefebvre Post.
Council President Canavan stated that she will be truly missed and wished he a happy and healthy retirment.
Councilman Ferri wished her the best of luck for a happy future.

I) An Ordinance Amending Chapter 32 "Solid Waste Management" Article II Entitled Collection of Rubbish" of the Revised Ordinances.

Councilman Weber commented on the fine job the License Committee and the Acting City Clerk, Elizabeth Crowley did relative to these licenses.

III) An Ordinance Amending Chapter 8 of the Revised Ordinances entitled "Animals."
Public Hearing opened.
Mayor Matthews addressed the right of entry of officers. He stated that section 8-1.2 which addresses the right of entry of Officers is to allow for investigation in
the event of abuse or neglect. He gave as an example weather conditions and a dog being left outside during extreme weather conditions and upon complaint the AOC would be allowed to enter the property to see if the animal has been fed and has water and to assess the condition of the animal and if the animal is in fact
suffering from the weather conditions or abuse the AOC can act accordingly. This section however does not in any case allow for the entrance of any Officer or AOC to enter the residence of the property.
Mayor Matthews also commented on spece at the Lincoln shelter and how many runs are used by the City. He stated that this will need to be addressed in the near future.
Motion to amend section 8-1.3 to read " The Dog Officer, accompanied by any Police Officer,......was made by Councilman Weber and seconded by Councilman Ferri.
