SPECIAL CITY COUNCIL MEETING

A Special Meeting of the Central Falls City Council was held on the above date in the City Hall Council Chambers at 8:15 P.M.
Councilman Ferri
Councilman Paquette
Councilwoman Moreau
Councilman Canavan
Quorum present.
City Council President Robert Canavan presided.
The City Council discussed various sections of the Zoning Ordinance as follows:
702.5 Temporary signs. Political signs discussed.
703.2 Council President Canavan discussed moving signs and asked if the Dexter Credit Union Sign falls into the definition of this section. He stated that this possibly needs work.
704.3 Councilman Paquette stated that no sidewalk signs be allowed.
Councilman Ferri questioned June 31, 1992 as deadline for Zoning Ordinance and Comprehensive Plan.
Council President Canavan stated that the Council has already passed the Comprehensive Plan.
Councilman Ferri further questioned deadline and Mayor's veto power.
709.3 removed as per Council's request.
710.4 Councilwoman Moreau questioned billboards and asked to remove the words permitted.
Bob Radding of Radding Signs commented that billboards have been in the City for decades and that the Council has just put him out of business.
Council President Canavan responded.
Bob Radding commented on behalf of billboard advertising. He commented that the Council was hurting small business.
Councilman Ferri commented that billboards are accepted in Commercial and Manufacturing Zones.
Council President Canavan commented.
City Clerk Issa asked the Council if there would be grandfathering of existing billboards.
Council President Canavan stated that he believed that they would have.
Discussion ensued.
Councilman Matthews arrived at the meeting at 8:40 p.m. and Council President Canavan asked the City Clerk to note for the record that Councilman Matthews is present.
Councilman Matthews read his notes on signs.
707.1 discussed.
703.2 discussed and commented on by Council President Canavan.
Norman Deguilio commented.
Council members discussed the Zoning Map.
Zoning behind Berard's gas station was discussed.
Councilman Matthews questioned C-2 designation at end of Washington and Hunt St. Azar's gas station and Chuck Wagon should be C2.
The Council agreed that the Map was in order except for the changes made in last week's meeting.
Historic District Zoning was then discussed.
Council President Canavan recommended that Historic District Zoning be passes but revised one year from now.
Norman Degulio explained sandblasting relative to wood.
Council Discussion ensued.
Incinerator Issue was discussed.
Council President Canavan asked that the City Solicitor render an opinion as to whether the incinerator vote was binding and have a reply for the next meeting pertaining to zoning.
The City Council decided that the Zoning Ordinance will be considered at the June 8, 1992 meeting.
Councilman Ferri requested that William Siemers attend the June 8 th meeting with the Zoning consultants. The Council instructed the City Clerk to place this first on the agenda.
Motion to adjourn was made by Councilman Paquette and seconded by Councilwoman Moreau. Time 9:15 P.M.
